CC zone district requires an SRU for outsides sales. <br />3. The property currently has an organic market as a primary use and <br />seasonal outside sales as a temporary use (45 days). <br />4. Property to the north, east and west is commercial; property to <br />south multi-family residential. <br />Request details, illustrated with power point slides: <br />1. A special review use (SRU) to permit seasonal outdoor sales. <br />2. The intent is to lease booth space to various clients interested in <br />selling seasonal products. <br />3. The booths will be constructed of wood siding and will have metal <br />roofs. There will not be power or water in the units. <br />4. The remainder of the property will be designed with crusher fines to <br />allow for pedestrian circulation. <br />5. Parking will be on the west side of the property off the alley. <br />Review of the SRU criteria: Stated the five (5) SRU criteria had been meet <br />with a condition of approval which states “The applicant shall construct a <br />pedestrian access, from the alley parking lot to the pedestrian mall, along <br />the south side of the property. <br />McCartney stated staff recommends approval of Resolution No. 13, Series 2011, <br />a resolution recommending approval of a special review use (SRU) to allow Altan <br />Alma Organic to operate outdoor vending of agricultural products at 611 Front <br />Street in the Commercial Community (CC) zone district with five (5) conditions: <br />1. The proposed temporary structures may not be constructed until a <br />Floodplain Development Permit is obtained by the Board of Adjustment. <br />2. The applicant shall construct a pedestrian access, from the alley parking lot <br />to the pedestrian mall, along the south side of the property. <br />3. Each tenant shall first obtain a business license from the City of Louisville <br />and a license from the Boulder County Department of Health prior to <br />operation. <br />4. No electrical service, gas lines, water lines, personal generators nor <br />heating sources will be permitted for the temporary structures. <br />5. The temporary structures shall be built to the standards established in the <br />International Building Code (IBC) and will require approval of a building <br />permit obtained from the City of Louisville Building Division. <br />Commission Questions of Staff: <br />Loo requested a clarification of Criteria #5 on page 5 of the staff report. <br />McCartney discussed the wording and advised the Commissioner of Condition <br />#2 on the resolution should further clarify the type and location of the access <br />along the south side of the property. <br />Sheets asked if the structures were planned to be temporary or permanent. <br />
