Page12of110 <br />Planning Commission <br />Staff Report <br />October 13, 2011 <br />Image 1: 1301 Empire Rd. <br />As Empire Road moves East past the subject site, it passes agricultural parcels, City and <br />th <br />County owned open space, and the Louisville Cemetery before it connects to 104 <br />Street at the Louisville eastern city limit. The design of Empire Road reflects these rural <br />and agricultural surroundings. The two lane roadway is 22 feet wide and does not have <br />a roadway shoulder. <br />PROPOSAL <br />As illustrated in the image below, the originally approved Empire Storage PUD required <br />an eight foot asphalt shoulder be added to the north side of the roadway to provide room <br />for cyclists to travel and disabled vehicles to pull over. <br />3 <br />
