Approval of Southern Water Supply Project (SWSP) Pipeline <br />Capacity Lease Extension <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />Robert Pierce, 1827 Eisenhower Drive, Louisville, CO addressed the City's <br />Senior Property Tax Program. He stated the Senior Advisory Board's letter <br />recommended Council adopt Ordinance 1515 with an amendment prohibiting <br />seniors who are eligible for tho State Homestead Rebate Program from applying <br />for the City's rebate. He noted the June 19 summary did not reflect a roll call <br />vote, or a motion made by Mayor Pro Tem Brown that the Senior Board <br />recommendations be considered on September 4. After reviewing the Code of <br />Ethics, he felt Council member Muckle should not have recused himself because <br />when Council is making decisions for all the residents, there is no conflict. He <br />stated if Council member Muckle recused himself, Council member Sackett <br />should have also recused himself because he is eligible to receive the State and <br />City property tax rebate. He fl3quested this year's senior rebates be delayed. <br />
