<br />Section 6. <br /> <br />Public Hearing Before City Council. <br /> <br />The City Council shall conduct a public hearing on each license <br />application received as set forth herein. The City Council shall <br />enter a finding when issuing a license, that each applicant has <br />met the following standards: <br /> <br />A. That each individual applying for a license as a massage <br />therapist has received a proper certificate of tEBining from a <br />recognized school of massage therapy and that the permitted massage <br />therapy will be conducted in a licensed massage parlor or establish- <br />ment. <br /> <br />B. That each massage parlor or establishment conforms to <br />all zoning regulations and restrictions and to the standards of <br />the Building Codes of the City of Louisville. Further, that all <br />employees are properly licensed as set forth herein. <br /> <br />Upon instructruon from City Council, the City Clerk shall issue <br />the proper license to the applicant for a term of one year. City <br />Council may waive the requirement of a public hearing for an <br />application for a license as a massage therapist if the City Council <br />is satisfied that such applicant conforms to all requirements <br />herein and no need exists for a public hearing thereon. <br /> <br />Section 7. <br /> <br />Display of License. <br /> <br />Every person, association, partnership, firm or corporation <br />to whom or for which a licesse shall have been granted, shall display <br />said license in a conspicuous place so that the same may be readily <br />seen by any person entering the premises where the massage treatment <br />is glillen. <br /> <br />Section 8. <br /> <br />Hours of Operation. <br /> <br />No massage parlor or establishment shall be open for business, <br />admit customers or prospective customers, or allow or permit any <br />massage or treatment of any person upon the premises between the <br />hours of 12:00 P.M. and 8:00 A.M. <br /> <br />Section 9. <br /> <br />Disturbance on Premises-Reporting. <br /> <br />Any person who is employed at, or an operator of, a massage <br />parlor or establishment shall immediately report to the Police <br />Department of the City of Louisville, any unlawful or disorderly <br />act, conduct, or disturbance committed on the premises of the <br />massage parlor or establishment. <br /> <br />Section 10. <br /> <br />Minor Not Allowed on Premises. <br /> <br />No person under the age of eighteen (18) years of age shall <br />be allowed w~thin or upon the premises of a massage parlor or <br />establishment. <br /> <br />Section 11. <br /> <br />Sale or Transfer of Licensed Business. <br /> <br />A license for a massage parlor or establishment cann0t be <br />transferred from one geographic location to another. A change of <br />locations of the premises previously licensed hereunder shall <br />require a new application for a license and the payment of the <br />application fee. City Council shall hold a public hearing before <br />issuing a new license for the new location. <br /> <br />Upon the sale or tr"ansfer of the controlling ownership interest <br />in a massage parlor or establishment, the existing license shall <br />expire. A new application for a license shall be ma de by the <br />new owner or operator. An application fee of one thousand ($1,000.00) <br />dollars shall accompany each application.
