City Council <br />Study Session Summary <br />August 9, 2011 <br />Page 2of4 <br />Two major items are currently being discussed at monthly meetings, and they <br />are: <br />➢ Restaurant Patios — The Authority would like to be involved and kept in the <br />loop on the design for the permanent patios on Main Street. The Authority <br />members support the patios, but would like to improve the setup of the <br />patios to better monitor the alcohol being served to patrons. Currently, the <br />public right -of -way is the sidewalk that separates the patios from the <br />establishment. There have been issues that have come up on both sides <br />of Main Street where customers are leaving the patio area and walking <br />outside the boundaries of the patios carrying a drink. Carol Hanson <br />explained that a better design would be to place the patios next to the <br />establishment and put the public right -of -way (the sidewalk) on the street <br />side. <br />➢ Alcohol Special Event Permits — The Authority is reviewing the current <br />application process for applying for a Special Event Permit. A Public <br />Hearing will be held at the August 16th City Council Meeting to hear the 2nd <br />reading of a proposed Ordinance that will eliminate the State from being <br />involved in the approval of a Special Event Permit and make it a City -only <br />process through the Licensing Authority. When this occurs, the Authority <br />may want to modify the application process to include the requirement for <br />having uniformed security personnel working an event based on the size <br />of the event. Example was used for the Downtown Street Faire in that the <br />Louisville PD has put more uniformed officers downtown when the Friday <br />night events are scheduled and that is working very well. The Authority <br />would also like to suggest that applicants come in person to apply for this <br />permit. <br />Members extended kudos to the Police Department and especially to Sergeant <br />Lanphere and Officer Gordanier for providing their support. <br />Mayor Pro Tem Marsella thanked the Authority for their work. <br />Presentation — Boulder County Zero Waste Action Plan <br />Lisa Friend, Sustainability Planner for Boulder County, presented the Boulder <br />County Zero Waste Action Plan that was adopted by the County Commissioners <br />in December of 2010. Lisa's task is to help communities in Boulder County <br />envision and implement the steps recommended in the Plan. The City of <br />Louisville has a diversion rate of 48 %. Louisville ranks just below City of <br />Boulder's diversion rate of 51 %. Currently, County -wide the diversion rate is <br />35% for recycling and composting together. The plan is to be at 50% by the year <br />2015 and 75% by 2020. <br />Lisa asked the Council to adopt a Resolution to adopt the Boulder County Zero <br />Waste Action Plan for the Louisville.
