City Council <br />Study Session Summary <br />October 11, 2011 <br />Page 2of 3 <br />included in the meeting packet, and asked Council to consider the value of continuity in filling <br />the empty positions on the LHA and the City Council liaison position. <br />Update/Discussion –Louisville Revitalization Commission (LRC) <br />Troy Russ and Emily Jasiak provided an update on the choice of Atkins for the Integrated <br />Infrastructure Plan (Highway 42 and South Street Underpass Design). Heather Balser <br />explained the source of funds for this contract and noted that they are two separate projects. <br />The LRC members allexpressed their support for the South Street underpass design and <br />construction as shown in the proposed 2012 budget. <br />City Manager’s Report <br />City Manager Fleming reviewed the City Council advanced agenda. <br />Mayor Sisk distributed a list of proposed required items (see list below) regarding the <br />potential November 2012 FasTracks ballot initiative. <br />Proposed items required in ballot/IGAs prior to Northwest Corridor support of a new ballot <br />initiative: <br />1.We will require a Memorandum of Understanding in reasonable detail between RTD <br />and BNSF which provides ata minimum: <br />a.BNSF’s estimate for construction costs to Longmont in current dollars <br />b.BNSF’s operating schedule and estimated operating costs <br />c.An understanding as to how such numbers will be increased or decreased prior to <br />the final operating contract <br />d.Some typeof contingency plan if anticipated proceeds from the bonds/tax are not <br />adequate to construct the entire corridor <br />2.We expect that such numbers will be used exclusively in the 2012 APE, adjusted <br />annually for inflation. <br />3.We would like to see a down side case which shows that the Northwest line will be <br />built by 2022 even assuming another recession or other unforeseen circumstances. <br />4.We expect that the ballot language will limit bonding under such increased tax or other <br />uses of proceeds under such increased tax tobe solely for construction costs for the <br />following corridors: <br />a.I-225 <br />b.Northwest Rail S. Westminster to Longmont <br />c.North Metro <br />d.Central <br />e.Southeast <br />f.Southwest <br />g.US36 BRT <br />5.Once construction of the entire lines is assured by 2022, or such other date, we agree <br />upon, then the tax can be used on operations for the new corridors. <br /> <br />
