Council members expressed their viewpoints about <br />the idea and said that it sounds interesting and they were willing to explore it further, but it <br />sounded risky and speculative at the same time. There are lots of questions to be answered, <br />such as: <br /> How is the incubator funded? <br /> What would be the City’s contribution? Land donation or money? <br /> Build new or renovate an existing building? <br /> How many companies? How many new jobs to Louisville? <br /> How are we assured the businesses will remain in Louisville? <br /> What risk is there in the private activity bonds? <br /> Who else can be a financial supporter of this project? <br /> Is there a better investment option to create Louisville jobs? <br />Councilor Sackett stated he thought the idea has merit and would like to expose the concept <br />to a larger audience, eg. BRaD. Councilor Dalton requested from Andrew to develop the <br />project more thoroughly and return at some time in the future and present to Council once <br />again. Mayor Sisk was supportive of the idea; however, he stated Council could not give <br />direction at this study session, and to proceed with great caution. <br />Update/Discussion – Planning Commission 2011 – 2012 Work Plan <br />Troy Russ, Planning and Building Safety Director, presented an overview of the work of the <br />Planning Commission for 2011 and what’s planned for 2012. Jeffrey Lipton of the Planning <br />Commission stated City staff is terrific to work with, believes the Planning Commission <br />members work well together and with staff, membership of the Planning Commission is well- <br />balanced, and that the Planning Commission collaborates with other boards and <br />commissions which leads to better recommendations. <br />Mayor Sisk expressed appreciation for the great job of the Commission and said the City <br />benefits by relying on the membership’s collective knowledge. The Mayor gave the <br />Commission credit for their work on Open Space Zoning, Administrative SRU, Sign Code and <br />Downtown Parking Study, and going forward, the Comprehensive Plan and Highway 42. <br />Ongoing work by the Planning Commission is Urban Agriculture Assessment, Highway 42 <br />Corridor, Historic Preservation, Livable Streets Plan and Policy, Periodic Updates to the <br />Code, and planned for 2012 is the Comprehensive Plan Update and Transportation Planning. <br />Projects on hold are the Green Building Program, Telecommunications/CMRS Regulations <br />and ConocoPhillips. An extension to the ConocoPhillips preliminary PUD was approved in <br />February of 2011. <br />Mayor encouraged staff to continue to turn around Planning Commission minutes in a timely <br />manner. <br /> <br />
