Davidson asked Tom Phare, Public Works Director, to address what is proposed for that <br />road. <br /> <br />Tom Phare, Public Works Director, stated that with the right-of-way dedication from this <br />annexation, the sharpness of the curve could be flattened. The improvement to safety <br />would be in the reduction of the sharp vertical portion of the road. An added buffer <br />would reduce the accident potential and the nuisance factor that is now associated with <br />Dillon Road. <br /> <br />Bob Harlow, 820 Spyglass Circle, stated that his home is located near 88th Street as it <br />intersects with Dillon Road. He purchased his home in August and is happy with the <br />neighborhood. He was concerned about a recent story involving a car breaking through <br />the guardrail. He stated that he was told of an incident, prior to his purchase of the home, <br />where a car broke through the guardrail, ran across his back yard, and continued between <br />the two houses, narrowly missing a gas meter. He was concerned for the safety of his <br />children and urged Council to consider realigning the road. <br /> <br />Bill Wass, 810 Spyglass Circle, purchased his home in May and was alarmed to hear that <br />there had been several traffic accidents. He too was concerned about the safety issues <br />with respect to Dillon Road, and urged Council to consider improvements to the road. <br /> <br />Davidson called for council comments. <br /> <br />Mayer stated that there seems to be some confusion about lot size. It was his <br />understanding of the Municipal Code, that density is based on size of the lots, which is <br />calculated after the open space dedication. He asked Paul Wood, Planning Director for <br />clarification. <br /> <br />Wood stated that he was not aware of this direction in the Municipal Code. He stated that <br />he has struggled with this issue, and has spoken with the City Attorney in terms of <br />placing the correct representation to City Council. <br /> <br />Mayer stated that he would, at some point, like to get to get the issue resolved, as it has <br />come up with every residential annexation. He also stated that he was not clear why <br />there were so many concessions asked of the City. He noted that usually any concessions <br />would come through the PUD process. He stated that concessions would have to be <br />justified. <br /> <br />Howard stated that he hated narrow roads, and wanted to make sure that the normal <br />criteria be established. He also stated that he had a problem with the use of sanitary septic <br />systems and was concerned about the number of units increasing from sixteen to twenty. <br />He stated that the straightening of Dillon Road is of vital concern, as are health and safety <br />concerns. He stated that if it were necessary to acquire additional land to increase the <br />safety of the roads, he would encourage the issue. <br /> <br />16 <br /> <br /> <br />
