<br />The subdivision of the Flood Regulatory District and accompanying <br />hydraulic studies must be based upon all of the Flood Storage District <br />reach being filled. Creation of the F100dway District and Flood Storage <br />District must be made only with the full understanding that such subdivision <br />may tend to increase flood peaks downstream. The F100dway District and <br />Flood Storage District shall be added to the flood plain zoning map for the <br />Flood Regulatory District ~,hich is subdivided. <br />2.3 Boundaries: The boundaries of the Flood Regulatory District, <br />the F100dway District and the Flood Storage District shall be as they appear <br />on the flood plain zoning map as approved by the Planning and Zoning Com- <br />mission and adopted by the City Council and Colorado Water Conservation <br />Board and are kept on file with the City Engineer, Planning Commission and <br />the City Clerk. The bounda.ry lines on the map shall be determined by the <br />use of the scale appearing on the map. Where there is a conflict between <br />the boundary lines illustrated on the map and actual field conditions, the <br />dispute shall be settled according to Section 7.3, "Mapping Disputes" <br />of this Ordinance. <br />2.4 Effect of flood plain regulations: The regulations set forth <br />in this Ordinance for the Flood Regulatory District, the F100dway District <br />and the Flood Storage District shall apply to those lands within the 100- <br />year flood plain mapped and designated. The regulations of this section <br />shall be construed as being supplementary to the regulations imposed on <br />the same lands by any underlying zoning category. This section supercedes <br />provisions of any zoning relating to flood plains. Any underlying zoning <br />shall remain in full force and effect to the extent that its provisions <br />are more restrictive. <br />2.5 Interpretation: In the Zoning Board of Adjustment1s interpre- <br />tation and application, the provisions of this ordinance shall be held to <br />the minimum requirements and shall be liberally construed in favor of the <br />city and shall not be deemed a limitation or repeal of any other powers <br />granted by Colorado Statutes. <br /> <br />-4- <br />
