<br />(c) No person shall remove a license plate from a <br />bicycle except upon a transfer of ownership or in the <br />event the bicycle is dismantled and no longer operated <br />upon any street in the ci~y. <br /> <br />Section 3l-A-15 Transfer of Ownership <br /> <br />Upon the sale or other transfer of a licensed bicycle, <br />the licensee shall remove the license plate and shall <br />either surrender the same to the Chief of Police or <br />may upon such proper application, but without payment <br />of additional fee, have such plate assigned to another <br />bicycle owned by the applicant. <br /> <br />Section 3l-A-16 Rental Agencies <br /> <br />A rental agency shall not rent, or offer any bicycle <br />for rent, unless the bicycle is licensed and a license <br />plate is attached thereto as provided herein, and unless <br />such bicycle is equipped with the lamps, brakes and other <br />equipment required in this article. <br /> <br />Section 3l-A-17 Lamps on Bicycles <br /> <br />(a) Every bicycle, or rider thereof operating said <br />bicycle, on a street, highway, sidewalk, bicycle path <br />or other public way, at any time from a half-hour <br />after sunset to a half-hour before sunrise, and at <br />other times when persons and vehicles on the public <br />way are not clearly discernible at a distance of five <br />hundred feet ahead, shall be equipped with a lamp <br />on the front exhibiting a white light visible from a <br />distance of at least five hundred feet to the front <br />and with a lamp on the rear exhibiting a red light <br />visible from a distance of three hundred feet to the <br />rear, except that a red reflector meeting the require- <br />ments of this section may be used in lieu of the red <br />light. <br /> <br />(b) No person shall operate a bicycle unless it is <br />equipped with a bell or device capable of giving <br />a signal audible for a distance of at least one <br />hundred feet, but no bicycle shall be equipped with, <br />nor shall any pel"son use upon a bicycle, any siren, or <br />~"histle. <br /> <br />(c) Every bicyc"le shall be equipped with a brake which <br />will enable the operator to make a braked wheel-skid <br />on dry, level, c'lean pavement. <br /> <br />Section 3l-A-18 Penalties <br /> <br />Every person found guilty of a violation of anyone <br />of the provisions of Chapter 3l-A shall be punished <br />by a fine of not more than twenty-five dollars, or by <br />removal and detention of the license plate from such <br /> <br />-4- <br />
