The City Clerk is hereby authorized and instructed to file the maps, copies of said Petition, and copies of this Annexation Ordinance with the Secretary of State and the Boulder County Clerk and Recorder, pursuant to the statutes of the State of Colorado. Secti on 3. Emergemcy Cl ause. That whereas the Ci ty has i nsuffi- cient land annexed to the! City of industrial use and commercial use and, Whereas, the City Council determines that there is an immediate need for the development of such lands described in this Petition for said uses and, Whereas, unless and emergency is declared the development of said lands may be unduly delaj'ed causing a loss of tax revenue needed by the City. NOW, THEREFORE, the City Council of the City of Louisville deter- mines that there is an emergency and that it is necessary to the immedi- ate preservation of the public health, safety and welfare that this or- dinance take effect 5 days after its passage and publication and that therefore, this ordinance shall be in full force and effect upon the expiration of 5 days aftE~r its passage and pub1 ication on February 19, 1976. Section 4. Severability. If any part, section, subsection, sen- tence, clause or phrase of this ordinance is for any reason held to be invalid, such decision shall not effect the validity of the remaining portions of this ordinance; and the City Council of the City of Louisville declares that it would have passed this ordinance and each part, section, subsection, sentence, clause or phrase thereof, irrespective of the fact that anyone or morl~ parts, sections, subsections, sentences, clauses or phrases be declared invalid.
