<br />SECTION 8. Seotion 17.2 of the Louisville Municipal <br />Code is hereby repealed. <br /> <br />SECTION 9. The following section is hereby added to <br />Chapter 17 of the Louisville Municipal Code: <br /> <br />Section 17.2 Members--Appointment--Qualifications. <br /> <br />The Parks and Recre,ation Commission shall be composed <br />of six members who shall be electors and taxpayers of the city, <br />and be well known for their ability, probity and public spirit. <br />No member shall hold any other public office. The members <br />shall serve for terms of two years and shall be elected in <br />such manner that the terms of three members expire on July 1st <br />of each year. Before the first day of July of each year, the <br />members of the commission whose terms of office do not expire <br />on said first of July shall submit three names to the mayor <br />for consideration for membership for the ensuing two years to <br />take the place of the retiring members. Vacancies are to be <br />filled by the mayor with the consent of council. <br /> <br />SECTION 10. Section 4A-5, Ordinance 421 of the <br />Louisville Municipa~ ~ode settin~ out paid holidays for city <br />employees with the exception of police peraonn$l'~s'her~~y <br />amended to include February 12th, Lincoln's Birthday, and <br />the first Monday in August, Colorado Day, as recognized city <br />holidays. <br /> <br />SECTION 11. The following sections are hereby added <br />to Chapter 4A "Personnel Policies" of the Louisville Municipal <br />Code: <br /> <br />Section 4A-3 Method of Compensation of <br />Classification. <br /> <br />(b) Original appointment to any position shall be made <br />at the entrance rate and advancement from such rate to the <br />maximum rate within a pay grade shall be by successive steps <br />when earned by merit. Upon approval of the City Administrator <br />an employee may receive initial compensation at a rate higher <br />than the minimum rate in the salary schedule provided such <br />position involves executive, administrative, or professional <br />duties and responsibility, and provided further that such <br />exception is based on the outstanding and unusual character <br />of the employee's experience and ability over and above the <br />minimum qualifications specified for the class. <br /> <br />(c) A pay grade increase may be awarded by the City <br />Administrator for superior performance of assigned duties or <br />suggestions which materially benefit the city, contingent upon <br />funds being available. <br /> <br />Cd) For all permanlent employees, the hourly rates to be <br />used as a basis for overtime pay and deduction for each hour <br />of lost time during which pay is not authorized shall be <br />calculated according to the following schedule: <br /> <br />The base monthly salary multiplied by twelve <br />(12) and divided by two thousand eighty (2080), <br />the average number of regularly scheduled <br />hours in the work year, shall determine the <br />hourly rates. <br />
