Meeting Notes
Tuesday, August 23, 2011
Library Meeting Room
1st Floor Conference Room
951 Spruce Street (Northwest entrance)
7:30 AM — 9:00 AM
I. Call to Order 7:30 AM
II. Roll Call — all present
III. Approval of Agenda -- Approved
IV. Approval July 11, 2011 Meeting Minutes -- Approved
V. Public Comments on Items Not on the Agenda (Limit to 3 Minutes)
Troy Russ- The City shortlisted four firms, voted unanimous to support Atkins,
out of the Denver Tech Center. Teamed with David Evans and Winston and
Associates, and paired with a BNSF rail expert. We were told there was a
window in 2012 where the BNSF will shut down for a week- we will see if we
can accelerate the design of the rail bridge during that week for significant
savings to the project. It requires us to juggle the money up front so we could take
advantage of this window by implementing a structural piece. Emily Jasiak noted
there was great synergy among the team, impressive expertise and cultural insight
into Louisville. Also felt they will be a strong partner in our community outreach.
The Mayor noted that we are working with Burlington Northern on quiet zones
and other areas between Westminster and Longmont, how it would affect our
commuter rail. The Mayors and Commissions of US 36 are meeting in Oct with
Burlington Northern. We look forward to having those conversations to see what
we want to have achieved, we had a meeting with them in this very room. This is
great timing for us. We have had a good interaction with Burlington Northern.
VI. Reports of Commission — none.
VII. Update on DELO and RTD meeting July 18 — Troy Russ
We met on July 18. Need to explore opportunities to advance station design
details with the design applicants. RTD needs to go back and look at the
flexibility in their funding. Corridor engineers were present. Heather noted that
we are hearing a consistent message from RTD: they do not have the money; they
will not be buying or acquiring land.
Michael mentioned we need to get a quiet zone at Dillon /96th with the tennis
center and other development coming in. Mayor mentioned the challenges of
development coming vs. development already there. We've advocated looking at
Dillon and 96th, but there are standards of how RTD makes decisions.
