flood insurance will be commensurate with the increased risk resulting from the reduced lowest <br />floor elevation. <br />The applicant's letter (attaclunent 1) indicates the applicant is aware that constructing the lowest <br />floor of the vendor sheds below the base flood elevation will affect the flood insurance rates for <br />the property. <br />Staff finds that this criterion has been met. <br />STAFF RECOMMENDATION: <br />Stair finds the proposal complies with the applicable items in Section 17.56.160 A-F and meets the <br />criteria for a variance in Section 17.56.240 C and therefore reconunends approval of the Floodplain <br />Development Perrnit including a variance to flood district regulations to place thirteen (13) vendor sheds <br />in the flood regulatory district located at 611 Front Street with the following conditions: <br />1. Prior to issuance of a certificate of occupancy for the planned improvements, the applicant must <br />provide a FEMA elevation certificate. <br />2. The applicant will apply for and receive a building permit prior to the construction of any of the <br />vendor sheds. The building permit will only be issued when it has been demonstrated that the sheds <br />will be constructed in compliance with the requirements of the building code and wet-floodproofed in <br />accordance with FEMA Technical Bulletin 7-93 "Wet Floodproofing Requirements." <br />BOARD ACTION: <br />The Board may approve (with or without condition or modification), disapprove or continue the <br />application to a future meeting for additional consideration. The Board needs to find that all criteria, <br />insofar as applicable, have been met in order to grant the Floodplain Development Permit and the <br />associated variance. The Board should adopt motions for the request, and establish findings for said <br />decisions in the public record, either tlu-ough reference to the applicant's or staff's findings in the existing <br />written record or through additional Board findings, as expressed during the public hearing. <br />ATTACHMENTS: <br />1.
