<br />RECOMMENDATION:
<br />The HSA by JVA stated the roof is undersized and is in danger of collapsing should it
<br />receive a heavy snowfall. Roofing is clearly a structural issue which needs to be
<br />addressed in order to insure the long-term preservation of this City historic landmark.
<br />More importantly this is a life safety concern and staff believes this is a priority project
<br />and should be completed immediately.
<br />After reviewing the above contractor bids, staff acknowledges a grant request in the
<br />amount of $50,000 would allow the applicant to choose one of the above contractors.
<br />Staff would recommend Westmark Design and Construction because of their
<br />experience with structures in Old Town.
<br />Staff also recommends the approval of a 20% contingency for “discoveries”. The
<br />contingency is only to be used if approved by staff upon inspection of the discovery. A
<br />20% contingency would increase the grant amount by $10,000. Therefore, approval of
<br />a$60,000 grant is recommended.
