Out tl.e provisions hereof with reference to the levying and col- lection of taxes; and the City shall levy, certify and collect surh Laxes in the manner provided by law for the purpose of creat"ng d fun,! for the payment of the bonds and interest thereon, and such taxes, when collected, shall be kept for and applied only to the payment of the interest on and principal of said bonds, as herein- above specified. Section 5. Severability. That if anyone or more sections or parts of this Ordinance shall be adjudged unenforceable or invalid, such judgment shall not affect, impair or invalidate the remaining provisions of this Ordinance, it being the intention that the various provisions hereof are severable. Section 6. RE~pealer. All ordinances or parts therec;~ in coqflict with this Ordinance are hereby repealed. Section 7. Ordinance Irrepealable. After said bonds are issued, this Ordinance shall be and remain irrepealable until said bonds and the interest thereon shall have been fully paid, satisfied and discharged. Section 8. RE~cording and Authentication. 'I.'his ordinance, as adopted by the City Council, shall be numbered and recorded in the official records of the City. Its adoption and publication shall be authenticated by the signature of the Mayor, and the City Clerk, and by the certificate of publication. Section 9. Emergency Provision. By reason of the fact that the City must complete the issuance of the Bonds herein authorized at the earliE~st possible date in order to comply with its contracts and agreements relating thereto and to achieve the most favorable interest rate possible, and that the normal ordinance procedure will not permit the same, it is hereby declared that an emergency exists and that this Ordinance is necessary to the im- mediate preservation of the public health and safety, that it shall be in full force and effect five (5) days after its publication f - 36 -
