Local Licensing Authority
Minutes
August 22, 2011
• Chairperson Gunning noted this item was in response to Senate Bill 11-066 passed by
P 9
the state legislature in 2011. It would increase the number of days a non-profit could
hold special events to 15 and would eliminate the necessity for state approval. City
Council approved the ordinance the Authority forwarded on August 16, 2011.
Wilson moved the Authority approve the resolution. Carlson seconded. Roll Call Vote:
Machado — yes, Rommelfanger— yes, Carlson — yes, Wilson - yes and Gunning — yes.
D. Corporate Report of Changes — In Season LLC d/b/a In Season Local Market
— Retail Liquor Store License — 924 Main St.
Wilson asked about the circumstances of this change. Secretary Hanson explained the
limited liability corporation was bought completely, both the market and the liquor store.
Authority Attorney Culley stated the way the buyout was structured; it was a corporate
report of changes, not a transfer of ownership.
Wilson moved the Authority accept the corporate report of changes for In Season LLC
d/b/a In Season Local Market. Rommelfanger seconded. All in favor.
Police Department Reports
• A. Incident Report— LuLu's - 8/2/11
This incident involved the police being called for a diner leaving the establishment
without paying. Upon contact, the person seemed intoxicated. Authority discussion
centered on the number of drinks served to the patron and the advisability of the
amount. There was discussion of the thoroughness of the follow up by the police
department and the fact the restaurant called in the incident. Authority members
decided there was no further action to be taken on this matter.
B. Incident Report—American Legion — 7/30/11
Rommelfanger disclosed he is a member of the American Legion, but felt certain this
would not influence his decision in this matter. The incident involved a verbal domestic
and possible driving under the influence. It followed a reunion party at the club.
Authority member discussion centered on the security and responsibility issues at this
type of event. It was decided no further action would be taken on this incident.
Secretary's Report
Hanson mentioned there was a letter for Special Events applicants for Authority
members to consider. The members edited and decided on a final draft.
Hanson stated she will be issuing a Special Events permit administratively to Variety
• Arts of Louisville since the dates will fall between Authority meetings.
Hanson reported there will be seller/server training in Lafayette on Sunday, August 28.
