City Council
Study Session Summary
July 10, 2007

Scott Robson presented the recommendations from the Louisville Open Space
Advisory Board (OSAB).
. Open Space Requests -
o Mayhoffer Property (Highway 42 / Empire Road in County), 195 acres
o Schreiter Property (Dillon Road / 96th Street in County), 80 acres
o Adler/Creekside Property (Highway 287 along Coal Creek in
Lafayette), 100 acres
o Sun Microsystems Property (Nest of 96th Street / North of Disk Drive
in County), 80 acres
. Trail Requests -
o Crossing/underpass from Harney Lastoka Open Space across South
Boulder Road to north end development, Hecla Lake/Waneka Lake
Connections
o Connection between Coal Creek Trail and Rock Creek Trail from
Aquarius Trailhead to Sterns Links Callahan Trail to 96th Street, Hecla
Lake, Waneka Lake, Coal Creek Trail South.

Council member Muckle asked Ron Stewart if Boulder County Parks & Open
Space had experience with making crossings over/under roads and railroad
tracks. Ron responded that they did have some experience and that staff worked
for Boulder County Transportation Department and now for the City of Louisville
(eg Scott Robson).

Mayor Sisk expressed a need for a pedestrian crossing from the Harney Lastoka
Open Space to Old Town Louisville, across State Highway 42. Mayor Sisk also
expressed concern about limiting the open space request at the Sun
Microsystems property to only 80 acres. OSAB Chair David Waldman
responded that there will be a traffic light installed at Highway 42 at Paschal
which will make crossing Highway 42 easier to the north of South Boulder Road.
He added that OSAB thought it was more prudent to request a crossing under
the BNSF railroad tracks at the Takoda property since those tracks presented the
greatest obstacle to regional trail connections. Member Waldman also indicated
that there is another parcel at Sun Microsystem property that OSAB is interested
in purchasing, but they thought it best to request just one parcel so as not to
overtax Boulder County Parks & Open Space.

Mayor Sisk reminded everyone that the Schreiter's helped Louisville when
Broomfield was looking to expand and did not sell during that point of time. He
expressed concern that the Schreiter family be treated with the same respect
they showed Louisville.

Mayor Sisk commented how fortunate Louisville was to have the relationship with
Boulder County Parks & Open Space and pointed out that the Open Space tax is
based on retail sales tax.

Ron Stewart passed out a survey form.

3. Discussion - Proposal for Extension of the .10% County-wide Boulder County
Transportation Sales and Use Tax
