<br />Planning Commission <br />Meeting Minutes <br />JUNE 28, 2007 <br />Page 5 of 7 <br /> <br />guest parking. <br /> <br />McCartney stated a standard for guest parking is 15-20% spaces to be dedicated to guests. <br /> <br />Lipton suggested incentives for below grade parking. <br /> <br />Industrial Expansion Discussion Follows: <br />Hartman, McAvinew and Sheets discussed the role of the LRC and its relationship to the HWY <br />42 area. <br /> <br />Lipton stated that City Council should address the LRC role and not the Planning Commission. <br />He also stated the Planning Commission makes their recommendation to the Council. <br /> <br />Wood clarified that the LRC does not adopt any development standards. <br /> <br />Lipton suggested a limitation of 25% expansion through a PUD and SRU process. <br /> <br />Dalton discussed the possibility of expansion with an example of the Collision Center. <br /> <br />Wood stated they could expand the property which would be based on the replacement value and <br />not the square footage. <br /> <br />McCartney reminded the commission that a business such as the Collision Center could expand <br />but would be limited because of the buffer requirement to the residential property. <br /> <br />Dalton asked what was 'magic' about 25%. <br /> <br />Lipton stated a percentage of expansion would create a fair / equal process when it is associated <br />with a PUD and SRU <br /> <br />Sheets stated her support for the need to have a number associated with the percentage of <br />expanSIOn. <br /> <br />Lipton stated the 25% recommendation he had suggested came from the commercial guidelines. <br /> <br />Lipton summarized the three discussion items as follows: <br />First floor retail: <br />Discussion to continue: parcels greater than 5 acres and allow through PUD process. <br /> <br />Residential Parking: <br />Recommendation: 2 & 3 bedroom units = 2 spaces / unit. <br /> <br />Industrial Use Expansion: <br />Recommendation: 25% through PUD / SRU process. <br /> <br />Dalton moved and Hartman seconded a motion to continue Resolution No.9, Series 2007, HWY <br />42 Design Standards and Guidelines to the July 12, 2007 meeting.
