<br />Planning Commission <br />Meeting Minutes <br />JULY 12, 2007 <br />Page 3 of 13 <br /> <br />Pritchard, speaking to Lathrop, asked if the limitation would hinder the work ofLRC in working <br />with businesses within the HWY 42 area. <br /> <br />Lathrop stated the vision from LRC for the area is not industrial. <br /> <br />Sheets asked the commission to discuss how they as a commission or as the LRC would be able <br />to help current businesses within the HWY 42 area. <br /> <br />Lathrop stated that all parties need to be cooperative. The LRC role is in relocation assistance <br />and how can they accommodate the needs of the business owner. <br /> <br />McAvinew asked if the 25% limitation was an absolute one time. <br /> <br />McCartney stated it was a total of 25% from date of approval of these standards and guidelines. <br /> <br />Public Hearing Closed Commission Comments: <br />Sheets stated she appreciates the public comment and would like to hear the other commissioner <br />comments. <br /> <br />McA vinew stated the commission has been faced with other tough issues before and have <br />successfully worked through them. He also confirmed that the percentage of limitation would be <br />set by the commission and not by the LRC. <br /> <br />Loo reminded the commission that the discussion tonight is not the first time to be discussed by <br />the Commission because there is a community adopted vision for this area. She stated that by <br />keeping the Industrial Uses in the area will only hamper the revitalization goal. <br /> <br />Dalton had no additional comments. <br /> <br />Hartman stated her views had changed during the course of the evening and she supports the idea <br />of City Council determining the percentage limitation of expansion. <br /> <br />Pritchard reviewed the parking and 1 st floor development discussions stating there are no <br />outstanding issues. He stated the Commission needs to be looking at the long-term for the area, <br />do what is best for the community by seeking individual input through the public hearing <br />process. <br /> <br />Dalton stated the HWY 42 Standards and Guidelines have been in process for a long time and <br />supports moving this forward to Council. He stated the Commission should forward a percentage <br />to the Council and request staff to address the Commission concerns to Council. <br /> <br />Loo stated her support for the 25% because it has already been determined and used for <br />commercial properties. <br /> <br />Pritchard moved and Loo seconded a motion to approve Resolution No.9, Series 2007 HWY 42 <br />Design Standards and Guidelines as recommended and reviewed by the Commission with the <br />recommendation of the 25% expansion limitation. <br /> <br />McAvinew offered a friendly amendment to remove the 25% expansion limitation. <br /> <br />Pritchard and Loo accepted the friendly amendment. <br /> <br />Roll Call Vote: <br /> <br />I Name <br /> <br />I Vote - amendment <br /> <br />I Vote - original motion I <br />
