City Council <br /> Meeting Minutes <br /> November 15, 2011 <br /> • Page 6 of 16 <br /> Due to a letter from Peter Stewart, there was an amendment drafted to the standard <br /> business assistance package. The change would read "all exterior renovations to 728 <br /> Main Street, Unit A, performed for the benefit of Rhino Brewing Company, shall conform <br /> to the best practices of the National Parks Service for historic buildings." The applicant <br /> mentioned in his application he had interest in keeping the historic charm of the <br /> building. Originally, Mr. Howland was required to open by April 1, 2012. He requested <br /> an extension until August 2012 which Director Star supported. <br /> APPLICANT PRESENTATION <br /> Jon Howland had questions about how restrictive the historic preservation measures <br /> would be. He planned for a deck, game area and wanted openings to the sidewalk <br /> similar to what some other downtown restaurants have done. <br /> Mayor Muckle stated the historic measures would concern the façade. Planning <br /> Director Russ was asked to respond and stated without analyzing the structure, it was <br /> hard to respond specifically, but lighting and window treatments would be impacted. <br /> Mayor Muckle felt the historic preservation and the business assistance packages <br /> should not be in conflict. <br /> Councilor Dalton didn't want to put the applicant at a disadvantage by not being able to <br /> • tell him exactly what the historic preservation entailed. He asked for confirmation this <br /> building was not landmarked or on the historic register. Planning Director Russ <br /> confirmed it was neither. <br /> Mayor Muckle clarified if this condition was included it would be street front only and he <br /> had no problem extending the timeline. <br /> PUBLIC COMMENT <br /> Peter Stewart, 1132 Jefferson Avenue, Louisville, CO stated he was excited about this <br /> project and personally interested in it going forward. He is chair of the Historic <br /> Preservation Commission (HPC) whose responsibility includes identifying historic <br /> resources and encouraging maintenance of same. He stated this building was eligible <br /> for the historic register. He agreed the tenant finishes could cause delays and with <br /> Mayor Muckle in not wanting conflict in the processes. <br /> Michael Menaker, 1827 W. Chokecherry, Louisville, CO agreed with Councilor Dalton <br /> concerning not putting the applicant at a disadvantage and thought he should be given <br /> time to consult with the HPC. He favored an appeal process for decisions made by the <br /> HPC. <br /> COUNCIL COMMENT <br /> • Councilor Sackett wanted to see this business in the City and wondered if the BAP <br /> could be approved and not be site specific. <br />
