NOVEMBER 21, 2011 HPC MEETING <br />At the November 21, 2011 HPC meeting, the HPC believed the original bids for the <br />preservation and re-stabilization of the roof structure at 1131 Jefferson Avenue were too <br />high in price (the bid amount requested was $60,000). The high price was based on <br />preserving the roof structure and working within the existing structure to stabilize the <br />roofing system. <br />The HPC directed staff to have the bidding contractors resubmit bids for the removal of <br />the roof, replace the undersized roofing elements with engineered trusses, and replace <br />the roof decking and roof covering. <br />Staff received verbal bids from two (2) of the original submitting contractors. The verbal <br />amounts were $50,000 to remove the existing roof and replace with engineered trusses. <br />Once a 20% contingency ($10,000) is added to this amount the grant request would be <br />$60,000, which is the same amount requested for the preservation work. <br />With the understanding there are several older structures in Old Town which have a <br />similar undersized roof structure; staff acknowledges the weight of the 4 layers of roof <br />covering might be playing a factor in the sagging in certain sections of the roof. To <br />proceed, staff recommends the HPC direct staff to meet with the structural engineer to <br />determine if there are additional design alternatives which might lessen the overall <br />scope of the project, thus resulting in a lower cost for the project. <br />(The following is previous information submitted regarding the original bids:) <br />HISTORICAL BACKGROUND: <br />Information provided by historian Bridget Bacon <br />The house was built in 1932 as a single family residence. There were 3 primary <br />families who owned this residence from 1932 to 1999: John and Katie Porta, Pasqual <br />and Loretta Jacoe, and Percy and Carolyn Conarroe. The current owner purchased the <br />property in 1999. <br />LANDMARK APPROVAL: <br />Louisville City Council approved the landmark application for 1131 Jefferson Avenue, by <br />a 7-0 vote, on September 21, 2010. <br />PREVIOUS GRANTS: <br />Incentive Grant - $1,000 (signing bonus) <br />Incentive Grant - $5,000 (routine maintenance, painting) <br />Restoration Grant - $2,719 (Site Work) <br />Restoration Grant - $9,084 (Carport restructure, Sump Pump) <br />Historic Structure Assessment - $2,200 (Technical Assistance Memo and Drawings) <br />Even though approximately $20,003 has been approved by the HPC and City Council, <br />to date $16,239 in grant funds has been released for 1131 Jefferson Avenue. <br />2 <br />
