<br />Louisville City Council Meeting <br />January 4, 2005 <br />Page 7 of8 <br /> <br />2005 (ninth amended employment agreement). Proposed changes to the employment <br />agreements include a change in the total compensation for each of the two evaluation <br />periods and setting the date for the Manager's next annual evaluation for January 2006. <br /> <br />For the evaluation period ending January 3,2004, it was the Council's determination to <br />increase the City Manager's total compensation by one-percent (1 %). For the evaluation <br />period ending on January 3,2005, it was the City Council's determination to increase the <br />City Manager's total compensation by a one-percent (1 %) salary adjustment and a two- <br />percent (2%) merit increase effective January 3,2005. <br /> <br />MOTION: Mayor Sisk moved that Council approve the City Manager's eight and ninth <br />amended employment agreements with authorization for the Mayor to execute same and <br />associated personnel action forms, seconded by Council member Brown. Roll call vote <br />was taken. The motion passed by a vote of 6-0. Absent: Council member Clabots. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />City Attorney Sam Light updated Council on the recent filing of the lawsuit: The City of <br />Louisville, Colorado and Nancy Yarra, City Clerk v. Capitol Resources Corporation et <br />ai., Case No. 2004CVI527-5, Boulder County District Court. The lawsuit was filed on <br />December 23,2004. Light reviewed the history of the lawsuit, which was initiated by a <br />records request for accident reports through the police department. The requestor refused <br />to sign the police department records request form, and sought the same records through <br />the City Clerk's office. The lawsuit requests the District Court make the determination on <br />whether the records are criminal justice records or public records. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Bill Simmons updated Council on the implementation of the Charter <br />Amendment. The City established two dates for training sessions for department liaisons. <br />Those dates are January 12 and 18. The City Attorney is reformatting the City Home <br />Rule Charter to include the Charter amendments, and codifying a pamphlet, which is a <br />summary of Articles 4 and 5 of the Charter. The City will develop and implement open <br />government seminars for Board and Committee members. The City has established an <br />electronic e-mail distribution list for agendas, summaries, and minutes. <br /> <br />City Manager Simmons updated Council on agenda items for future City Council Study <br />Sessions: The January 11 session will begin at 5:30 p.m. to interview applicants to fill <br />boards and committee vacancies. On the January 25,2005 session, Council will have a <br />joint meeting with the Planning Commission to discuss the comprehensive development <br />plan. <br /> <br />Planning Director Paul Wood updated Council on the progress of the citywide <br />comprehensive development plan. <br /> <br />7 <br />
