<br />Louisville City Council Special Meeting <br />January 25,2005 <br />Page 2 of 10 <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />None. <br /> <br />DISCUSSION/DIRECTION <br /> <br />CITYWIDE COMPREHENSIVE PLAN 2005 UPDATE INTRODUCTION _ <br />OPENING COMMENTS <br /> <br />The Planning Commission Members introduced themselves. Mayor Sisk introduced two <br />newly appointed members of the Planning Commission, Monica Sheets and Hank Dalton. <br />He requested a presentation of the draft copy of the citywide comprehensive plan. <br /> <br />Planning Director Paul Wood expressed his appreciation to the City Council and the <br />Planning Commission for their direction in the planning process of the citywide <br />comprehensive plan. He introduced members of the City Staff and the consultant teams; <br />EDA W, Inc., McCormick and Associates, the Leland Consulting Group and PBS & J. <br /> <br />Planning Director Wood explained the City's Comprehensive Plan is a tangible <br />representation of what our community wants to be like in the future. Throughout the 12- <br />month process, citizens were invited to participate in the planning process. He presented <br />an overview of the draft copy of the Citywide Comprehensive Plan. He stated the plan <br />represents many stakeholders, residents and business owners and operators in the City of <br />Louisville. He stated the draft plan represents the community vision, a framework plan, <br />principles and policies, and implementation. <br /> <br />Chapter 1 focuses on the development of the comprehensive planning process and the <br />emphasis of public outreach as a common denominator to all three phases. Through a <br />PowerPoint presentation, he reviewed Phases I, II and III. The analysis data was <br />illustrated through a series of pie charts, graphs and diagrams. <br /> <br />Charter 2 defines "existing conditions" in the City of Louisville. Demographic <br />composition and natural resource assets are defined for the City. EDA W and the sub- <br />consultant team contributed analysis to this section specifically in the areas of existing <br />land use, transportation, housing and public facilities. Existing conditions and findings <br />are organized by the Pertinent Plan element, which are as follows: Land Use; <br />Transportation, Economic Development; Housing; Parks, Recreation, and Open Space; <br />Community Character and Urban Design; Public Facilities and Utilities, and Cultural <br />Resources. <br /> <br />Chapter 3 presents the Community Vision and the Preferred Framework Plan. <br />Neither the Community Vision nor the Framework Plan was consultant or staff <br />generated; but are based upon the direction and input from a wide range of stakeholders <br />of this community. The Framework Plan was developed to represent an integrated <br />pattern of land uses, as broken out into Seven Opportunity Areas. <br /> <br />2 <br />
