City <br />Manager Simmons explained the lead certification cost presented a budgetary problem. <br />Deputy City Manager Boyd explained the lead certification process would cost <br />approximately $40,000. <br /> <br />Council member Keany asked if the lighting is consistent with the rest of the downtown <br />area. Planning Director Wood stated the lighting is shielded to prevent light spillage to <br />adjoining property. <br /> <br />Council member Keany voiced his concern the building lighting would be out of <br />character for the downtown, and noted the lighting in the parking lot is modern opposed <br />to the rest of the downtown area. Poli stated the lighting has been carefully selected to be <br />appropriate for the building and the lighting in the parking lot was intended to be subtle <br />rather than ornate. <br /> <br />Council member Brown addressed the Street Faire, and asked if the work on the library <br />would cease at noon. Deputy City Manager Boyd stated the work and the fences would <br />be drawn back at noon, however construction work would continue. <br /> <br />Council member Brown stated the downtown height restriction has been discussed and <br />will be reviewed by the Planning Commission. With respect to parking, he suggested the <br />downtown employees be educated as to parking in the appropriate all-day parking spaces. <br /> <br />Mayor Sisk stated the parking should be utilized for the downtown shoppers and not <br />employees. He addressed the issue raised by Mr. Hartronft that the City has not provided <br />parking in the downtown area. He stated the City purchased the Steinbaugh property for <br />additional parking to the downtown area, however, that space was utilized for the <br />Steinbaugh Pavilion. He stressed the residential property owners will be contacted in <br />order to expand the parking for the downtown area. He commended the Steering <br />Committee and the Planning Commission for their work on the Library review process. <br /> <br />Doug Grinbergs, 530 W. Sycamore Circle, Louisville, CO voiced his desire to have photo <br />panel lighting on the library roof. He suggested full-cutofflighting for the new Library. <br /> <br />Mayor Sisk requested public comment, and hearing none closed the public hearing. <br /> <br />MOTION: Council member Brown moved for Council approval of Resolution No.5, <br />Series 2005, seconded by Council member Marsella. Roll call vote was taken.
