<br />City Council <br />Meeting Minutes <br />June 21, 2005 <br />Page 6 of 11 <br /> <br />Planning Director Wood stated the Comprehensive Plan is an advisory <br />document. Actual numbers are not reflected in the Comprehensive Plan. <br /> <br />Recent emails received relative to the Comprehensive Plan: City Manager Bill <br />Simmons reported on an email received today from George McKee, representing <br />the Cherrywood Subdivision Home Owners Association. Mayor Sisk reported on <br />an email received from Susan Morris. <br /> <br />Laura Page, 920 Rex Street, Louisville, CO representing the Louisville Resource <br />Conservation Advisory Board addressed their recommendation regarding the <br />Comprehensive Plan. The recommendations included the following seven <br />principles and associated policies: <br /> <br />1. Encourage alternate transportation. <br />2. Promote sustainable building practices. <br />3. Promote water and energy conservation. <br />4. Protect and enhance surface water quality. <br />5. Minimize negative impacts on air quality. <br />6. Promote waste reduction and recycling. <br />7. Protect and preserve natural resources. <br /> <br />Mayor Sisk requested public comment. <br /> <br />Charles Hill, 233 Jackson Circle, Louisville, asked if Area 7 includes Spanish <br />Hills. Planning Director Wood stated Area 7 does not include Spanish Hills, <br />which is a Boulder County subdivision. <br /> <br />Eva Kosinski, 1301 Jackson Court, Louisville, CO requested that Council <br />consider having the Highway 42 blight/evaluation redone. She explained the <br />evaluation of blighted areas harms the property values along the Highway 42 <br />Corridor. She stated her understanding that such an evaluation is common <br />practice, but asked that Louisville be held to a higher standard than common <br />practice. <br /> <br />Carl Worthington, OZ Architectural, 1820 Folsom Street, Boulder, CO presented <br />his analysis of the Louisville Comp Plan as it relates to Area 4 and distributed <br />copies to the Council. His analysis of the February Comp Plan Framework <br />presented Area 4 as one of the best opportunities for an "ideal" mixed-use <br />neighborhood. The June Comp Plan Framework contradicts the policies <br />established in the February Comp Plan. He summarized that Area 4 should be a <br />model of smart growth. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO expressed his views of the <br />comprehensive plan. He stated the comp plan is the citizens' view of what the <br />City should be. He stated the vision must be clear. He referred to the Louisville <br />
