<br />City Council <br />Meeting Minutes <br />July 5, 2005 <br />Page 3 of 13 <br /> <br />constitutional authority with respect to development of its Comp Plan. He <br />explained the Comprehensive Plan is a policy framework to implement a <br />community-based vision of the City of Louisville. He outlined the four primary <br />principles upon which the Comprehensive Plan was constructed. <br /> <br />. Balancing Land Uses <br /> <br />. Capitalizing on Multi-Modal Transportation and Transit Oriented <br />Development Opportunities <br /> <br />. Creating New Master Planned Neighborhoods to Meet Changing Housing <br />Needs <br /> <br />. Continuing a Comprehensive System of Parks, Open Space and Trails <br /> <br />Planning Director Wood summarized the Opportunity Areas of #4, #5, #6 and #7. <br /> <br />Opportunity Area #4 is unique in that it is a sub area of the City, which contains <br />vital community facilities that provide principal service relationships to Louisville <br />and the region. The subarea will also be characterized by redevelopment and <br />the introduction of new land uses. Consideration should be given to the <br />principles and policies in the integration of uses, which maintain service <br />standards, a community identity and a positive impact on Louisville. This area <br />includes the STK and Monarch Campuses, and Avista Health Park. <br /> <br />Residential is addressed and would be consistent with redevelopment to the <br />extent that the form and density is consistent with a high degree of walkability <br />and multi-modal connectivity. <br /> <br />The February 24, 2005 Comprehensive Plan Framework Map reflected <br />approximately 63 acres designated for residential on the STK property for an <br />approximate total of 510 residential units. Of those 510 units, 80 units were low <br />density and 430 units were medium density. <br /> <br />The June 9, 2005 Framework Map was revised at the recommendation of the <br />Planning Commission to reduce the residential acreage to 22 acres for a total of <br />175 medium density units. Nonresidential acreages on the June 9, 2005 map <br />reflect a total of 268 acres for commercial retail and commercial office. There is <br />also a total of 100 acres allocated to open space and parks. <br /> <br />Opportunity Area # 5/6 should maintain important gateway attributes that serve <br />the community's need for commercial and employment uses, as well as transit <br />oriented development within close proximity to transit facilities. The policies <br />reflect the intent to maintain the area as a regional retail oriented development. <br />Area #6 is designated for commercial nonresidential uses. <br />
