<br />City Council <br />Meeting Minutes <br />July 5, 2005 <br />Page 5 of 13 <br /> <br />Council determines the function of the Comp Plan should move from an advisory <br />document to a regulatory document in order to enforce density allocations by <br />Opportunity Area, the Plan needs to be modified to reflect that intent. <br /> <br />Mayor Sisk requested public comment. <br /> <br />Council member Van Pelt recused herself from the discussions on Opportunity <br />Area #7. <br /> <br />Susan Spaulding, 2410 Evans Avenue, Louisville, CO addressed Area #7, <br />specifically the corner of McCaslin and South Boulder Road. She referred to the <br />1988 Landscape Beautification Plan, which includes the gateway at the McCaslin <br />and South Boulder Road and noted the 2002 drought has caused considerable <br />harm to the landscaping. She reported meeting with Chris Hansen, owner of the <br />property at that intersection, and supported his proposal for development of the <br />property. <br /> <br />Linda Newbold, 9650 Empire Road, Louisville, CO, owner of the property located <br />at South Boulder Road and Main Street, addressed the importance of preserving <br />this intersection as a gateway to Louisville. She proposed a development of an <br />upscale commercial office building and suggested an extension of a bike path, <br />and an information Kiosk on that property. She requested a zoning which would <br />permit that type of development. <br /> <br />Bob Muckle, 1101 Lincoln Avenue, Louisville, CO summarized the Open Space <br />Advisory Board recommendations. In Area #1, the Board recommends a buffer <br />along the Pow Wow grounds. In Area #2, they support the density proposed. In <br />Area #4, they support more open space and the Planning Commission's <br />recommendations. In Area #5, the Board requests more open space along the <br />ridge line. In Area #7, the Board supports the open space dedication. He voiced <br />his personal opinion of the Comp Plan and agreed with a small amount of <br />housing along the Avista and Monarch campuses. He stressed the importance <br />on keeping the population numbers. <br /> <br />Terry Cooke, 817 Trail Ridge, Louisville, CO presented pictures of the mountain <br />views in Opportunity Area #7. She stressed that new housing units would block <br />the view of the existing residents. She requested Council maintain the gateways <br />corridor views in Area #7. <br /> <br />Tom Mayer, 580 Wildrose Way, Louisville, CO addressed the Comprehensive <br />Plan process and stated it was not what he had in mind. He did not support <br />housing development in Area #4, the Storage Technology property. He did <br />support commercial development, but not transit development on the Storage <br />Technology property. He suggested Council consider rezoning the Storage <br />
