<br />City Council <br />Special Meeting Minutes <br />July 12, 2005 <br />Page 8 of 9 <br /> <br />There was Council consensus that the public hearing would be continued to <br />August 2, 2005. <br /> <br />Council member Van Pelt asked Mr. Markel to elaborate on his comment relative <br />to a smaller commercial density. Mr. Markel stated he referred to a smaller <br />commercial designation on the Schempp property. <br /> <br />Council member Van Pelt asked if Mr. Markel proposes a mixed use on the <br />property. Mr. Markel confirmed he did. <br /> <br />Council member Van Pelt asked Planning Director Wood if he could address <br />entitlements. Planning Director Wood stated the entitlements in Area #1 are <br />accounted for, as those properties are annexed to the City and were identified by <br />Mr. Markel as the Anderson and Schempp property and the Pow Wow grounds. <br />He identified the properties owned by Mr. Hand, which includes two enclaves <br />with a low density zoning. <br /> <br />Council member Brown asked Mr. Markel to elaborate on the density he <br />proposes. Mr. Markel stated his proposal is for a mixed use including retail, patio <br />homes for empty nesters, starter homes for young families, and condominiums. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Brown stressed the small town atmosphere of Louisville is <br />cherished by everyone. He voiced his concern over the economic health of the <br />City. He addressed the capital projects and the City's infrastructure. He agreed <br />that development should include developing interesting places. He stressed the <br />importance of building quality developments. <br /> <br />Council member Marsella thanked the Mayor and Council for continuing the <br />public hearing. She agreed development must be an interesting place to live and <br />shop in. She stressed the importance of the Comp Plan being flexible. <br /> <br />Council member Keany stated the 1988 Comp Plan projected a population of <br />25,000. He reviewed the many attributes of Louisville, which can be contributed <br />to housing and retail development. He stressed the proposed increase in <br />population over a 20-year period is reasonable. He felt the population projection <br />of 25,000 referenced by a public speaker was unreasonable. He stated it was <br />not practical to prohibit growth in the City. <br /> <br />Council member Van Pelt agreed that everyone values Louisville for its small <br />town atmosphere. She also agreed that the City cannot close the door on <br />development. She stressed the importance of a right mix of retail and residential <br />development. <br />
