<br />City Council <br />Meeting Minutes <br />August 2, 2005 <br />Page 7 of 14 <br /> <br />Council member Marsella stated the plan should also reflect flexibility on <br />residential opportunities. <br /> <br />PUBLIC COMMENT <br /> <br />Susan Morris, 939 W. Maple Court, Louisville, CO congratulated Council for their <br />discussions on commercial and retail development opposed to residential <br />housing units in Opportunity Area #1. She asked if Council has decided on the <br />overall range for residential units in the City. <br /> <br />Mayor Sisk explained the Council would review each Opportunity Area and then <br />discuss an overall range of population for the City. <br /> <br />Larry Middleton, 1165 Hillside Lane, Louisville, CO suggested in addition to the <br />Framework Map, Council consider a Master Development Plan. <br /> <br />Mayor Sisk summarized Council's comments and gave direction to the City Staff. <br /> <br />Opportunity Area #2 <br /> <br />Opportunity Area #2 focuses on the establishment of a healthy and vibrant <br />downtown, which consists of a mix of supporting businesses and residences. The <br />area would reflect a diversity of business and a complimentary mix of diverse <br />housing with connections to local and regional public transit. The June 9, 2005 <br />Framework Plans recommended a total of 500 residential units with the majority <br />of those units being high density. The Newbold's, owners on the property located <br />at the southwest corner of South Boulder Road and Main Street, have requested <br />a neighborhood commercial designation. <br /> <br />COUNCIL COMMENTS <br /> <br />Council member Levihn disclosed that he owns a lot in Opportunity Area #2 on <br />Front Street, and recently sold a lot to Mr. and Mrs. Newbold. <br /> <br />Council member Keany voiced his concern over a population cap, which would <br />prohibit any residential redevelopment on existing infill properties within the City. <br />He referred to the Baptist Church property on South Boulder Road and the <br />redevelopment of the Regal Square Senior Housing complex. <br /> <br />Council member Van Pelt stressed the importance of a population range rather <br />than a set number. <br /> <br />Mayor Sisk agreed and stated Council should consider the redevelopment <br />applications. <br />
