<br />City Council <br />Meeting Minutes <br />August 16,2005 <br />Page 4 of 11 <br /> <br />The Framework Map was also revised to reflect the location of the Davidson <br />Mesa Ridgeline. <br /> <br />Opportunity Area # 7 <br />The Framework Plan was modified to reflect that portion of the Gateway <br />Subdivision west of McCaslin would be designated 'City Preservation', and east <br />of McCaslin was modified to reflect Low Density Residential. Two corresponding <br />policy statements were added, which discuss those designations. <br /> <br />Residential Phasing <br />The Implementation Chapter (Chapter 4) of the Comprehensive Plan Update <br />discusses the importance of phasing residential development. It provides a <br />statement and implementation criteria to direct the implementation of a <br />residential phasing policy. The statement closely parallels the policy direction, <br />which was adopted initially in 1993 by Resolution No. 36, Series 1993. As <br />required by the resolution, Council reviewed permit activity on an annual basis for <br />compliance with the goals statements provided in the resolution. Staff has <br />prepared a draft phasing resolution, which provides Council findings for adoption <br />of the Citywide Comprehensive Plan Update. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Marsella commended Planning Director Wood and his staff for <br />the compilation of Council consensus on revisions into the Comprehensive Plan. <br /> <br />Mayor Sisk requested public comment. <br /> <br />Billy O'Donnell, 247 Hoover Court, Louisville, CO asked whether it would be <br />appropriate for the Comprehensive Plan projected population number to be put <br />on the ballot and voted on by the people. <br /> <br />John Leary, 1116 La Farge Avenue, Louisville, CO voiced his disagreement with <br />the proposed Comprehensive Plan's fiscal analysis. He discussed the Comp <br />Plan's use by right issues. He addressed the draft phasing resolution for the <br />Comp Plan and offered several suggestions for revisions. He voiced his concern <br />over the newspaper articles, which mislead the public. <br /> <br />Richard Lopez, 4450 Arapahoe, Boulder, CO representing the Hoyle Family <br />Trust, voiced his concern over new language which affects the Hoyle property. <br />He stated the specificity of the language is not appropriate for a comprehensive <br />plan document. He noted the Court has ruled the Hoyle's have a right to annex <br />their enclave property to the City of Louisville. He urged Council to delete the <br />new language from the plan. He also addressed open enrollment in the Boulder <br />Valley School District. <br />
