He voiced his concern over bundling commercial and housing <br />developments, and discussing affordable housing in conjunction with <br />development. <br /> <br />Michael Markel, 5723 Arapahoe Avenue, Boulder, CO voiced his support <br />of the phasing plan, and stated he would be willing to participate in a <br />Stakeholders Task Force to give input on the phasing plan. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Keany asked Mr. Leary to explain his calculation on the <br />residential phasing. Mr. Leary stated his calculation was projected on residential <br />phasing over a seven to eight year period, in conjunction with the development of <br />Fastracks. <br /> <br />Council member Keany asked Mr. Leary if there should be any consideration for <br />extenuating circumstances in a use by right application. Mr. Leary stated a use <br />by right application should follow the principles of the Comp Plan. <br /> <br />Council member Van Pelt agreed 150 residential units is an arbitrary number, but <br />noted any number would be arbitrary. She stated the Council would like to see <br />slow, controlled growth over the next twenty years. She stressed the importance <br />the number be compliant with the principles of the Comp Plan. <br /> <br />Council member Keany asked Mr. Markel to project the number of residential <br />units required for his project to be economically viable. Mr. Markel responded an <br />average of 75 units per year. <br /> <br />Council member Keany asked Mr. Markel what type of project he proposes. Mr. <br />Markel stated he proposes a mixed-use development. <br /> <br />Mayor Sisk asked Mr. Markel how other communities allocate annual residential <br />units to developers. Mr. Markel explained in some communities it is on a first- <br />come first-serve basis, while others use a formula to allocate the number of units. <br />The City of Boulder commits to each developer a number of units annually. <br /> <br />Mayor Sisk suggested the projection of 150 residential units per year is too high. <br />He concurred with a range between 80 and 90 units per year. With respect to <br />use by right, he stated they should be given a priority, but not an exclusive right. <br /> <br />Council member Brown cautioned against giving priority, with out exclusive right. <br /> <br />Council member Van Pelt stated she would like to see flexibility in a slow and <br />managed phasing plan. She supported the 150 units per year. <br />
