<br />City Council <br />Special Meeting Minutes <br />October 11 , 2005 <br />Page 6 of 8 <br /> <br />Revenue <br />. Property tax assessments indicate a 2% increase <br />. Sales tax projections are 3% down from the 2005 budget projections <br />. General fund revenues are projected to be down 1.7% <br />. New projects in 2004 and 2005 that contribute to increases in General <br />Fund Fixed costs include the Police Department/Court Building; <br />Warembourg Pond, In-Line Rink; Skateboard Park; Highway 42/96th Street <br />Connection; Pickett/Savage Open Space; Community Park and the New <br />Library <br />. Development fees are projected for 34 residential housing units <br />. Charges for Services - Recreation Center Fees; Water & Wastewater <br />Fund show a 3% increase for 2004 and 2005 <br />. General fund <br /> <br />Expenses <br />. General Fund Expenses - 2% increase in salary and benefits <br />. $250,000 in cuts were made in the General Fund to balance revenue to <br />expenditures <br />. Gas & Electric is expected to increase 20-30% in 2006. The City <br />budgeted a 6% increase over 2005 actual. <br />. No new special projects were added to the general fund. <br /> <br />There was Council consensus the gas & electric should reflect a 10% increase <br />over the 2005 actual cost. <br /> <br />Northwest Parkway (Hwy 42/96th Street Connection) <br />. Expenses are expected to be under budget by the end of the project <br /> <br />McCaslin Interchange <br />. 2006 budget reflects no activity for Phase II <br />. 2005 no anticipation of Phase I expenditures <br /> <br />Cemetery Fund <br />. 2006 Budget includes 50% of all licenses & permits being spent on capital <br />improvements for the cemetery. <br /> <br />Conservation Trust - Land Acquisition <br />. Trail Improvement for 2006 - Hecla Lake Trail & CTC Trail <br />. Lastoka Property Conservation <br />. Cash remaining for Open Space Purchase in 2006 is estimated at <br />$3,010,587 <br /> <br />Conservation Trust - Lottery <br />. Major Projects include: Soccer/Multi Purpose Fields <br />
