City Council <br /> Meeting Minutes <br /> • December 20, 2011 <br /> Page 8 of 18 <br /> Councilor Yarnell supported reducing the number of questions and consolidating some <br /> into one question. The questions proposed were intended to be more detailed and <br /> would give Council the opportunity to know the applicants better. <br /> Councilor Loo expressed concern over the wording in question number 7 relative to <br /> historic preservation and question 8 regarding the progressive curbside recycling and <br /> compost program. She stated Council is looking for a diversity of opinion, which is in <br /> the best interest of the public and someone who can think quickly on their feet. She also <br /> felt some of the questions were unfair and biased. <br /> Councilor Keany suggested a questionnaire to better understand the applicants and <br /> make an informed decision. He apologized to the Mayor for stating Barbara Butterworth <br /> was not a member of the DBA when she is in fact a member. He stated he would <br /> support Council's decision if they decided not to pursue a questionnaire. <br /> Mayor Muckle was sensitive to the candidate's time and supported shortening the <br /> questions. He proposed dropping questions 6, 9 and 10 and the word progressive from <br /> question 8. He supported the question relative to sustainability. <br /> Councilor Loo suggested consolidating questions 1 and 2 and asking them to include <br /> their public involvement. Councilor Yarnell agreed with consolidating question 1 & 2. <br /> She stressed the importance of question 3. <br /> • Councilor Sackett stated the public sees the Council as two groups; A and B. He did <br /> not feel one Council person would further divide the Council. <br /> Councilor Loo felt the idea of the questionnaire would be to ascertain the candidates' <br /> beliefs. She requested the exact language of the newly proposed questions. <br /> City Attorney Light reviewed the questions as revised by the City Council. <br /> 1 Tell us about your volunteer or civic involvement in the communities in which you <br /> have lived, and describe the similarities and differences you see between the <br /> responsibilities of a City Council member and these other positions/capacities in <br /> which you have served. <br /> 2 If appointed you will be confronted with issues where there are differences of <br /> opinion between the citizens you represent. Describe your approach to such <br /> issues. What is the role of public comment in City government? <br /> 3 Provide an example of where spending one-time funding is appropriate. Provide <br /> a second example of where it is inappropriate. While not required, references to <br /> the City of Louisville budget are appreciated. <br /> • 4 Without commenting on any specific property or proposal (as you may be called <br />
