Office the City Manager <br />of <br />Memorandum <br />To: Board and Commission Liaisons and Staff <br />From: Malcolm Fleming, City Manager <br />Date: December 19, 2011 <br />Re: Board and Commission Regulations, Rules and Guidelines <br />The following information is for those staff members who support one a board or <br />commission. It is meant as a refresher on the basic rules, regulations, an <br />that all boards and board members must adhere to. If you, or any board members, <br />have questions, or if any issues arise related to these rules, please contact the City <br />Manager’s Office. <br />While some boards are quasi-judicial and others are strictly advisory, all of the <br />information below applies equally. Additionally, the few boards <br />whether or not to follow these rules (LRC, LHA, YAB) do comply with the regulations. <br />First and foremost everyone must remember that all boards are to conduct all <br />business openly and fairly with respect for all participants. These rules are not meant <br />to hamper work, but rather to assure that all City business is conducted with <br />transparency. All of the regulations are based on the Louisville Home Rule Charter <br />approved by the voters of Louisville and the cannot be changed without <br />of the Louisville voters. <br />Role of the Staff Liaison <br />The primary role of the liaison is to bring items to the board for discussion and <br />to bring items back from the board to your director for consider <br />should help the board make informed decisions by providing relevant, fa <br />information. However, keep in mind that you are not a voting member of the <br />board. <br />Secondarily, you are charged with making sure the board is following all of the <br />rules and regulations. If anything comes up that you are unsure <br />contact the City’s Manager’s Office. <br />Meeting Notification and Agendas and Packets <br />All meeting agendas and packets are to be made available no later than the <br />Wednesday the week prior to your meeting. <br />Meetings agendas are posted by e-mailing the agenda to <br />AgendaPosting@LouisvilleCO.gov. Doing so will e-mail the agenda to all <br /> <br />
