Open Government Training <br />The City Charter requires each member of a board or commission to participate in <br />at least one City-sponsored open government training at least once every two <br />years. <br />The City Managers Office arranges for open government training <br />We also keep records of who has attended and who needs to attend to stay current <br />on the training. Please let us know if you need the records for <br />The Charter requires the City to prepare an Open Government pamphlet each year <br />and distribute copies to all members of boards and commissions. <br />Managers Office distributes copies each December for you to supply to your board <br />members. <br />Section 4-16 of the Home Rule Charter <br />Conflicts of Interest <br />If any board members have a possible conflict of interest regard <br />work items, the Code of Ethics dictates that person fullydisclosure the conflict, not <br />participate in the discussion, and leave the room during the discussion. If you think <br />one a member may have a conflict of interest, please contact the City Manager <br />office for further discussion and direction. <br />Section 5of the Home Rule Charter <br />E-mail <br />We all use email frequently to discuss items with board members; however e-mail <br />should never be used by board members to discuss board business.-mail <br />discussions are the same as having a private electronic meeting. All business should <br />be discussed in an open meeting after having been noticed property on the <br />agenda. <br />Do not use e-mail as a substitute for a meeting or meeting discussion <br />Do not send e-mails with mixed public/private communications <br />In matters of public business, do not say in an e-mail what you would not <br />say in a public meeting (or what you would not like to read in t <br />have read to you in a deposition, etc.) <br />E-mails concerning public business may also be public records <br />The bottom line is that e-mail should be used to distribute information to <br />members, but not for discussion. <br />Section 4-5 of the Home Rule Charter <br />Public Involvement <br />Page 3 <br /> <br />
