City Council <br /> Meeting Minutes <br /> January 3, 2012 <br /> Page 4 of 14 <br /> APPLICANT PRESENTATION <br /> John Anthony Renfrow, 5323 W 116th Circle, Westminster, CO thanked the City Council <br /> for considering this business assistance agreement. He explained the store will sell <br /> baked goods, meat, produce, dairy, staples, specialty foods, clothing, toys, kitchen <br /> items, furniture, and textiles. All products will be sourced to from local suppliers. He <br /> hoped to be in operation by this summer. <br /> Mayor Muckle requested public comments. There were no comments. <br /> COUNCIL COMMENTS <br /> Councilor Keany suggested Council discuss how to balance economic incentive <br /> packages to new businesses, which will compete with established businesses at a <br /> future study session. <br /> Mayor Muckle supported discussion at a study session. He supported this business <br /> assistance agreement because it fills an empty space and provides sales tax revenue. <br /> MOTION: Councilor Dalton moved to approve Resolution No. 1, Series 2012, seconded <br /> by Councilor Yarnell. Roll call vote was taken. The motion carried by a vote of 6-0. <br /> ORDINANCE No. 1609, SERIES 2011 —AN ORDINANCE AMENDING SECTIONS <br /> 17.08.590 AND 17.16.100 OF THE LOUISVILLE MUNICIPAL CODE TO CHANGE <br /> THE MEASURING POINT FOR VISION CLEARANCE AREAS AND ADD VISION <br /> CLEARANCE AREAS FOR ALLEY INTERSECTIONS IN DOWNTOWN LOUISVILLE <br /> AND FOR INTERSECTIONS BETWEEN A STREET AND A RECREATIONAL PATH <br /> IN ALL LOUISVILLE—2"d Reading— Public Hearing <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light read Ordinance No. 1609, Series 2011. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Planning Director Russ explained vision clearance at intersections is a site planning tool <br /> intended to allow all participants at an intersection to see motorists, pedestrians and <br /> cyclists at the intersection, and vice-versa. Vehicular site triangle areas ensure proper <br /> visibility for motorists positioned at the intersection to see cars and bicyclists in the <br /> roadway, and pedestrians on the sidewalks approaching the intersection. Vision <br /> clearance areas and vehicle sight triangles should complement each other to ensure <br /> adequate visibility at intersections. <br /> The current vision clearance area language in the LMC requires obstructions such as <br /> structures, fences, and landscaping be kept out of the triangular area known as the <br />
