Resource Conservation Advisory Board
Minutes
February 12, 2007

Single Hauler Discussion - At May Council meeting, Council indicated they ant
to decrease rates, provide universal curbside recycling and want LRCAB to
identify some options.
. Ecocycle will work with Scott to identify options.
. Should require going to MIRF, provide recycling option in fee.
. Will need City staff time to contract and perform other tasks - need to
evaluate in anticipation of 2008 budget
. Discuss at July LRCAB MEETING.
. Lafayette will begin their recycling program when single stream recycling at
MIRF comes on line in first quarter of 2008.
. Scott indicates lots of data from Lafayette and Broomfield; don't drag this out
thru winter and spring; Braus - previous mistakes include limiting to a single
hauler and no public education/meetings/outreach.
. Beth suggests putting to public vote; Scott - similar to other contracts City
might engage in.

Public Comments - from now on, move up in agenda - to item V.

Green Points
. Mark - pattern Louisville program after Boulder and Longmont; Council not
strongly in favor but amenable to program. Mr. Jones wants to wait till 2009
IBC adopted because may be green items in that update. He's also
concerned about staffing costs. Council in favor of dong now.
. All green points fees go back to general fund then Council and City manager
decide how to allocate.
. First North side and building application expected August 2007.
. Suggested mandatory points - solar access, construction recycling (lumber,
cardboard, metal)
. Can create own program or select from existing.
. Mark recommends adopting Boulder and Longmont programs, which are the
same. More flexible than Built Green CO. Longmont program is all
residential, not commercial. Okay for Louisville at this time.
. Can't legally mandate green building program; these are incentives for
participation.
. Boulder program 10 years old; Laura suggests to wait till current updates are
done
. Longmont will be increasing required number of points.
. Less required points in Longmont because are based on IBC 2006 which has
more green items anyway.
. Mark proposes we adopt Longmont program then have 4 mandatory points
that will update the 2003 IBC.
. Scott will talk to Elizabeth from City of Boulder program.
