Louisville City Council Meeting <br />July 5, 2000 <br />Page 14 <br /> <br />Mayer asked Public Works Director Phare if a traffic light would be contemplated in that <br />area. Phare stated that it has not been contemplated for this year, but could be considered <br />and budgeted. He determined that a southbound left turn light would be required. He also <br />stated that it would be contingent on the Northwest Parkway. <br /> <br />Mayer voiced his concern with the drop-off area as traffic exited on the eastside of <br />Boxelder Street. He determined it would have fairly significant volumes. Mayer asked <br />Phare to address the impact of a left-hand turn lane on Boxelder Street. Phare stated that <br />the intersection of Boxelder and Pierce would be fully utilized at peak periods by vehicles <br />making right turns in to the Peak to Peak School, as there is only one stop sign for <br />westbound traffic. He noted traffic coming in should be reversed to eliminate a crossing <br />problem. <br /> <br />Mayer asked Kelley about Peak to Peak plans for other programs such as Head Start or <br />after school activities. Kelley stated that a Head Start program was a part of an earlier <br />proposal but is not in the new proposal. With respect to after school activities, Kelly <br />stated that originally they had thought about boy scout/girl scout activities after school, <br />but given all the restrictions, nothing has been proposed. <br /> <br />Mayer asked about the striping for streets in CTC, which would provide for left-hand <br />turns. Phare stated that the streets are approximately 40' wide and by marking three lanes, <br />36' of the street will be used. Phare stated that large tractor-trailers would not have the <br />ability to tract outside the lane, therefore limiting their passing movements. <br /> <br />Mayer asked Phare if the compatibility of vehicle traffic and tractor-trailers could be a <br />potential problem. Phare stated that school traffic could interfere with tractor-trailer <br />traffic by restricting the turning movements of tractor-trailers. <br /> <br />Mayer asked Bruce Goodman, Chief of Public Safety, to comment on the evacuation <br />plan. Goodman stated that the original proposal utilized school buses as a means of <br />evacuation, however the plan spoke to identification of students and staff, emergency <br />contacts, and notification of parents to pick-up or notification of BVSD buses to pick-up <br />students. He noted that there was no plan in place for the BVSD to supply those buses. <br />He stated that Planning Director Wood spoke with the BVSD and they estimated that if <br />buses were available, the response time could be up to 4 hours and in the worst case <br />scenario, no response at all. During most of the-day, buses are not available. Goodman <br />stated that he was not aware of the RTD bus plan. Goodman noted that the evacuation <br />plan was requested by the Fire Department. Goodman added that the BVSD suggests <br />plans for securing the building through fire doors, double doors with airlocks, windows <br />that secure tightly and other safety measures. <br /> <br />14 <br /> <br /> <br />
