Davidson suggested that the downtown parking stipulation be waived if a building always remains a restaurant and that be stipulated on the PUD. Light stated that changes would have to be accomplished by ordinance and concurred that the parking ordinance should be analyzed. Brown offered a friendly amendment to delay the cash in-lieu payment fee. Keany concurred with the delayed payment process and accepted the amendment. Sisk asked for clarification as to whether the motion contemplates the applicant paying for four parking spaces. Light stated that it was his understanding that the applicant would provide one parking space and pay cash in-lieu for three parking spaces. VOTE: Roll call was taken. Motion was tied by a vote of 3-3. Davidson, Sisk and Levihn voted no. MOTION: Davidson moved that Council continue Resolution No. 41, Series 2000 to the July 18, 2000, in order to define and discuss the number of parking spaces required, seconded Brown. All in favor. BID AWARD - SOUTH BOULDER ROAD UNDERPASS CONSTRUCTION PROJECT Davidson called for Staff presentation. Steve Baysinger, Director of Parks and Recreation reviewed the South Boulder Road Underpass Construction Project. He stated that the project was reevaluated, prompting some redesign work. After completion, the project was put out for bid and eight bids were received. Staff is recommending Wycon as low base bidder at $636,104, plus alternate 2, 3, and 5. Baysinger summarized the total project cost of $789,960. In the 2000 budget, $540,000 was budgeted for the South Boulder Road Underpass. To fund the project as recommended, an additional $249,960 will be needed. 24
