The Fire District is requiring that the easement <br />be constructed with a hard surfaced material and that paving and upgrade to the easement <br />be completed prior to occupancy. Staff recommends that the easement be completed to <br />LFPD standards and that cash in escrow be paid for 100% of the estimated cost as <br />security of the improvements. <br /> <br />Wood reviewed the assumptions used in the traffic study submitted by the applicant. The <br />study indicates that there would be 714 vehicle trips generated per day on an average <br />weekday, with 357 vehicles entering and 357 exiting CTC. Sixty percent of those trips <br />would be allocated to Dillon Road and forty percent would utilize SH 42 north of the site. <br /> <br />Wood noted that it is the intent of the applicant to open Phase I of the school by August <br />24, 2000. No building permits have been submitted to commence plan review of the <br />proposed tenant finish remodel of the building. It is anticipated that after a permit is <br />issued, the tenant finish work would take 60-70 days. Staff extended to the applicant a <br />schedule, which allowed the applicant to complete the full process in 35 days as opposed <br />to 75 days. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Ronda Kelley, 1905 Iris Avenue, Boulder, CO made the presentation for the Peak to Peak <br />Charter School. She reminded Council, that Peak to Peak Charter School is a public <br />school that has been approved by the Boulder Valley School District. She asked for <br />Council's assistance in opening the school in the fall. Kelley reviewed that the project <br />began three years ago and since that time, volunteers have spent thousands of dollars <br />developing the school proposal, the curriculum, hiring teachers, and considering extra- <br />curricular activities. During this three-year project they have listened to all of the <br />concerns voiced by businesses within CTC, and revised and modified their proposal to <br />accommodate those concerns. She noted that there are other speakers who will present <br />additional information about the school. Kelley presented a county map, which outlined <br />the site of the Peak to Peak School. She added that the Peak to Peak School has signed a <br />3-year lease, and since City Staff has recommended a cap of 350 students, this site is <br />temporary and they will continue to look for other land to build a permanent campus. <br /> <br />Kevin Drummond, 5895 S. Orchard, Boulder, CO, stated that he was recently elected <br />President of the Board of Directors for the Peak to Peak Charter School. He stated that <br />Peak to Peak Charter School would operate under contract to the Boulder Valley School <br />District, and would be open to students inside and outside of the District. He reported <br />that the Peak to Peak School would operate a closed campus, whereby students would be <br />dropped off in the morning and picked up in the afternoon, and would not be off campus <br />without supervision.
