COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: DECEMBER 13, 2011 <br />SUBJECT: CITY COUNCIL APPOINTMENT TO FILL WARD I VACANCY <br />ORIGINATING DEPARTMENT: CITY COUNCIL <br />SUMMARY: <br />When Mayor Muckle was elected Mayor in the November election, he vacated his Ward I <br />Council seat with two years remaining in his term. Per Section 3 -6(b) of the Home Rule <br />Charter, the City Council shall appoint a Ward I resident to take office until the next statewide <br />general election in November of 2012. At that time, the residents of Ward I will elect a <br />representative to a one -year term to fulfill the remainder of Mayor Muckle's term. <br />Applicants must meet the following criteria per section 3 -3 of the Home Rule Charter: <br />• Be a registered voter: <br />• Have lived in Ward I for a minimum of 12 consecutive months. <br />Staff advertised the opening for two weeks and received eleven (11) applicants. The City <br />Council interviewed all eleven candidates in a special meeting on December 7, 2011. <br />Per section 3 -6(b) of the Home Rule Charter, a majority vote (4) of the remaining members is <br />required to appoint an applicant to the position. At the December 13 special meeting, the City <br />Council will vote to appoint one of the applicants to fill the vacant position. <br />FISCAL IMPACT: <br />None <br />RECOMMENDATION: <br />None. <br />ATTACHMENT(S): <br />1.
