City Council <br /> Meeting Minutes <br /> February 21, 2012 <br /> • Page 6 of 14 <br /> MOTION: Councilor Loo moved to continue Ordinance No. 1606, Series 2011, to the <br /> April 3, 2012 City Council meeting, seconded by Councilor Dalton. All were in favor. <br /> APPROVAL OF RESOLUTION NO. 15, SERIES 2012 — A RESOLUTION <br /> APPROVING THE USE OF $14,500 OF HISTORIC PRESERVATION FUND <br /> MONIES AS MATCHING FUNDS FOR GRANT REQUESTS FOR AN OLD <br /> TOWN RECONNAISSANCE SURVEY AND A HISTORIC STRUCTURE <br /> ASSESSMENT OF THE AUSTIN-NIEHOFF HOUSE <br /> Mayor Muckle requested a Staff presentation. <br /> Planning Director Russ explained staff is requesting approval to use Historic <br /> Preservation Fund (HPF) monies for two projects: <br /> • $7,000 for the "Old Town Reconnaissance Survey", <br /> • $7,500 for the "Austin-Niehoff Building Assessment". <br /> The City received a grant from the State Historic Preservation Fund for the <br /> reconnaissance survey but needs the additional HPF money to fully fund the project. <br /> The City is applying for a matching grant from the State Historical Fund for the Austin- <br /> Niehoff Historic Structure Assessment. <br /> • Old Town Reconnaissance Survey - This reconnaissance project will update and <br /> expand the information gathered in 2000 when the City authorized an architectural <br /> survey of 100 structures in Downtown Louisville. The project identifies property types, <br /> architectural styles, character-defining features and will update the 2000 survey to <br /> include properties built after 1951. The results of the study will be used to identify <br /> potential local landmarks. Staff anticipates this project would be completed in 180 days, <br /> beginning in May 2012. <br /> Certified Local Government Grant: Staff determined a Reconnaissance level survey <br /> would cost about $19,000. Staff applied for a Certified Local Government Grant from the <br /> State of Colorado to cover this cost. Through a competitive review process the State <br /> Historic Fund office awarded the City $12,000 of the amount requested. Staff requests <br /> an additional $7,000 from the Historic Preservation Fund to complete the requested <br /> reconnaissance survey. <br /> COUNCIL COMMENTS <br /> Councilor Dalton explained the Austin-Niehoff house has already had improvement <br /> funding. Planning Director Russ explained there is an asbestos issue with the exterior <br /> of the building. The project will also receive grant funding. <br /> • Councilor Loo inquired whether there will be a bid process. It was confirmed there will <br /> be a bid process and Council will review and approve the final contract. <br />
