City Council <br /> Special Meeting Minutes <br /> February 28, 2012 <br /> Page 2 of 5 <br /> • <br /> SURVEY QUESTIONS <br /> The questions inquire about the quality of life in Louisville; characteristics related <br /> to Louisville, whether residents feel safe or unsafe in Louisville and rating the <br /> quality of Louisville's services. <br /> The questions also rate the performance of City Administration, the Public Safety <br /> Division; enforcement of general traffic regulations; the Louisville Planning and <br /> Building Safety, the Louisville Parks and Recreation Divisions, the Louisville <br /> Public Library services and the Public Works Department. Questions also inquire <br /> about the quality of trash and recycling services through Western Disposal. <br /> There are questions relative to the quality of customer service, whether they <br /> recently received email, in-person or phone contact with the City and their <br /> impressions of the City employees in their recent contact. There are questions <br /> relative to the residents' participation in City activities; inquiries about how <br /> residents gain information from the City, an overall rating of all aspects of the City <br /> of Louisville's character and questions relative to the retail business areas. <br /> There are proposed questions relative to extending the current library tax to fund <br /> some of the library's operations; extending the sales and use tax for open space <br /> • and questions involving RTD, Bus Rapid Transit (BRT) and whether there is <br /> support for a sales tax increase to complete FasTracks. <br /> The final questions ask about the number of years the respondents have lived in <br /> Louisville, whether they rent or own, their gender, age, and the number of people <br /> living in the household, their ages and whether they are registered to vote. <br /> COUNCIL COMMENTS <br /> Councilor Dalton addressed the questions relative to the trash and recycling <br /> services. He felt the questions were redundant and suggested they be <br /> combined. There was Council consensus. <br /> Councilor Sackett inquired about the language in the library tax question. It was <br /> noted the survey question came from the Finance Committee, where discussion <br /> centered on using the surplus funds for Library operations or retiring the bonds <br /> early. There was discussion on keeping the question, but rewording it. <br /> Public Relations Manager Muth emphasized the importance of keeping the <br /> length of the questionnaire to five pages because of cost and response rate. <br /> Mayor Muckle suggested a question relative to whether the residents support <br /> • redevelopment. There was discussion relative to this proposed question and it <br /> was noted the Comp Plan will address redevelopment. <br />
