Historical Commission Staff Report March 21, 2012 As a small-town in a rapidly -urbanizing, rapidly -changing region Louisville will maintain' a balanced,; sustainable economic position in the region; a position' that enables new and existing businesses and investments to thrive; and a position that allows diverse housing opportunities for all income levels and life stages. Louisville will capitalize on regional multi -modal transportation opportunities, such as commuter rail and Bus Rapid Transit (BRT), through transit -oriented development with housing and retail in strategic locations to support a range of safe and efficient ways to travel. Louisville will continue to provide for the Community's health, and safety by maintaining or enhancing basic services, including, but not limited to roads, water, sewer, storm drainage and public safety services. Yet while change occurs, Louisville will continue to remain true to a rich heritage that values excellence in education, celebrates cultural diversity, supports a broad spectrum of arts and respects the natural environment. The City of Louisville will strive to provide public facilities, including spaces for the creation and exhibition of art in its various forms, to foster a stronger community identity and encourage active community participation. Residents will have opportunities to be well-informed and involved in the future of their community. The City's Comprehensive Plan will embody the values of its residents and will An informed, involved citizenry, the effective and efficient cooperative use of limited resources (whether fiscal, societal, or natural) and proactive collaboration with local, county and regional governments will enable Louisville to achieve this vision. Draft Outline and Table of Contents Staff is also seeking a discussion community feedback to the draft Table of Contents. Prior to considering community feedback, Staff has identified nine primary elements within the Community Vision, or The Plan. This list will be revised based on input received during community discussions over the coming months. Staff is recommending reorganizing the document to be more design and context sensitive. Eight of the nine elements (shown below) will be updated. • Community Vision • Community form, Character, and Urban Design • Community Heritage (New) • Parks, Recreation, Open Space, and Trails (PROST) • Transportation, Mobility, and Accessibility • The Economy and Fiscal Health • Public Infrastructure • Housing • Community Services • Sustainable Environment (Recommended to be removed and translated into a Community Core Value) Staff is considering adding a new Community Heritage element to the document. Staff is also suggesting the possibility of eliminating the Sustainable Environment element and incorporating its principles as a community core value and incorporating sustainable principles throughout each element separately. Additionally, staff is suggesting a few elements have new titles, such as Land Use changing to Community form, character, and urban design. RECOMMENDATION: Staff is seeking discussion on the topics introduced above.
