Historical Commission <br />Staff Report <br />March 21, 2012 <br />As a small-town in a rapidly -urbanizing, rapidly -changing region Louisville will maintain' a balanced,; <br />sustainable economic position in the region; a position' that enables new and existing businesses <br />and investments to thrive; and a position that allows diverse housing opportunities for all income <br />levels and life stages. Louisville will capitalize on regional multi -modal transportation opportunities, <br />such as commuter rail and Bus Rapid Transit (BRT), through transit -oriented development with <br />housing and retail in strategic locations to support a range of safe and efficient ways to travel. <br />Louisville will continue to provide for the Community's health, and safety by maintaining or <br />enhancing basic services, including, but not limited to roads, water, sewer, storm drainage and <br />public safety services. <br />Yet while change occurs, Louisville will continue to remain true to a rich heritage that values <br />excellence in education, celebrates cultural diversity, supports a broad spectrum of arts and <br />respects the natural environment. The City of Louisville will strive to provide public facilities, <br />including spaces for the creation and exhibition of art in its various forms, to foster a stronger <br />community identity and encourage active community participation. Residents will have <br />opportunities to be well-informed and involved in the future of their community. The City's <br />Comprehensive Plan will embody the values of its residents and will <br />An informed, involved citizenry, the effective and efficient cooperative use of limited resources <br />(whether fiscal, societal, or natural) and proactive collaboration with local, county and regional <br />governments will enable Louisville to achieve this vision. <br />Draft Outline and Table of Contents <br />Staff is also seeking a discussion community feedback to the draft Table of Contents. Prior to <br />considering community feedback, Staff has identified nine primary elements within the <br />Community Vision, or The Plan. This list will be revised based on input received during <br />community discussions over the coming months. Staff is recommending reorganizing the <br />document to be more design and context sensitive. Eight of the nine elements (shown below) will <br />be updated. <br />• Community Vision <br />• Community form, Character, and Urban Design <br />• Community Heritage (New) <br />• Parks, Recreation, Open Space, and Trails (PROST) <br />• Transportation, Mobility, and Accessibility <br />• The Economy and Fiscal Health <br />• Public Infrastructure <br />• Housing <br />• Community Services <br />• Sustainable Environment (Recommended to be removed and translated into a Community <br />Core Value) <br />Staff is considering adding a new Community Heritage element to the document. Staff is also suggesting <br />the possibility of eliminating the Sustainable Environment element and incorporating its principles as a <br />community core value and incorporating sustainable principles throughout each element separately. <br />Additionally, staff is suggesting a few elements have new titles, such as Land Use changing to Community <br />form, character, and urban design. <br />RECOMMENDATION: <br />Staff is seeking discussion on the topics introduced above. <br />ATTACHMENTS: <br />• Preliminary Project Schedule <br />• Draft Table of Contents <br />• Example Vision Statement and Supporting Core Values <br />3 <br />
