<br />B. Members of the Board shall be appointed by the <br />City Council. Initial appointments shall be as follows: <br />two members shall be appointed for a term of three years; <br />two members shall be appointed for a term of two years; <br />and one member shall be appointed for a term of one year. <br />Thereafter, appointments shall be for a term of three <br />years. In addition to the five regular members, the City <br />Council may appoint one associate member for a term of <br />three years. In the event that any regular member of the <br />Board is temporarily unable to act owing to absence from <br />the city, illness, interest in the case before the Board, <br />or any other cause, the absent member I s place may be <br />taken during such time by the associate member who shall <br />have all the powers of a regular member while serving in <br />the place of a regular member. Three members of the <br />Board shall constitute a quorum. In rendering any <br />decision on an appeal, not less than three affirmative <br />votes shall be required. <br /> <br />C. The Board shall <br />regulations for conducting <br />its deliberations. <br /> <br />adopt reasonable rules <br />its business, meetings, <br /> <br />and <br />and <br /> <br />D. Any person, firm, or corporation aggrieved by <br />a final decision of the building official regarding the <br />suitability of alternate materials, methods of <br />construction, or regarding the technical application and <br />interpretation of the building codes adopted by reference <br />within this Title 15 may appeal the decision to the <br />Board. <br /> <br />E. Any final decision of the building official <br />shall be subject to appeal for thirty days after the date <br />of the decision or other action causing the appeal. No <br />appeal shall be accepted or heard if it is filed after <br />that date. Application for an appeal hearing before the <br />Board shall include a concise statement of the decision <br />being appealed, the reasons for the appeal, and the <br />relief being sought from the Board. The Board may <br />designate application forms for such appeals. Upon the <br />receipt of a complete application for appeal, the Board <br />shall schedule a hearing upon the appeal within thirty <br />days after the filing of the application, unless the <br /> <br />2 <br />
