<br />(a) Twenty-five (25) miles per hour in any <br />residence district, as defined in Section 42-1- <br />102(80), C.R.S.; <br /> <br />(b) Thirty (30) miles per hour in any business <br />district, as defined in Section 42-1-102(11), <br />C.R.S. ; <br /> <br />(c) Fifteen (15) miles per hour in alleys; <br /> <br />C. Section 1105, Speed contests, subsection (1) is <br />added to read as follows: <br /> <br />( 1) No person shall engage in any motor vehicle <br />speed ar acceleration contest and no person shall <br />aid or abet in any such motor vehicle speed or <br />acceleration contest on any highway. <br /> <br />D. Section 1203, Impound and Disposal of Vehicles, <br />is added to read as follows: <br /> <br />Section 1203. Impound and Disposal of Vehicles. <br />(1) Authority to impound vehicles. (a) Whenever <br />any police officer finds a vehicle, attended or <br />unattended, standing upon any portion of a street <br />or highway right-of-way within the City in such a <br />manner as to constitute a violation of section 1210 <br />of this Code, of left unattended on public <br />property, including any portion of a street right- <br />of-way for a period of 24 hours or more, such <br />officer shall require such motor vehicle to be <br />removed or cause the same to be removed and placed <br />in storage in any impound lot designated or <br />maintained by the law enforcement agency employing <br />such officer. <br /> <br />(b) Whenever any police officer finds a motor <br />vehicle, attended or unattended, standing upon any <br />portion of a street-right-of-way in such a manner <br />as to constitute an obstruction to traffic or <br />proper street maintenance, such officer is <br />authorized to cause the motor vehicle to be moved <br />to eliminate any such obstruction; and neither the <br />officer nor anyone acting under his direction shall <br />be liable for any damage to such motor vehicle <br />occasioned by such removal. <br /> <br />(2) Disposal of abandoned vehicle. (a) As to any <br />vehicle impounded pursuant to subsection ( 1) of <br />this section 1203, a person who has a legal <br />entitlement to possession of the vehicle has a <br />right to a post-seizure administrative hearing to <br /> <br />3 <br />
