Email: cas13«richaednrle.com <br />Characteristics of SCFD Funded Organizations and <br />Challenges to Tier Ill's <br />February 2012 <br />Characteristics of Tier Is & Its <br />The five Tier I organizations are specified in <br />the SCFD legislation. Funding eligibility for <br />Tier II SCFD organizations is based upon <br />participation and income. Current minimum <br />income for Tier II eligibility is $1.4 million. <br />Tier I organizations, by legislation, and Tier <br />II organizations, by formula, are guaranteed <br />a specific percent of SCFD funds annually. <br />Tier I & II have the same number of <br />organizations every year. <br />Characteristics of Tier IIIs <br />Tier III SCFD organizations are not <br />guaranteed funding although they are <br />eligible. <br />Tier III organizations must compete for <br />funding amounts through a rigorous multi - <br />county competitive grant application process <br />each year and in each county to which they <br />apply. <br />Each year newly eligible organizations come <br />into Tier III which increases competition for <br />the same pool of funds. <br />The average Tier III organization receives <br />between seven and 20 percent of their <br />annual income from SCFD. In Denver <br />County the average in 2008 was 13.8 %. <br />In Denver County the largest possible grant <br />is $40,000. Many large Tier III's in Denver <br />County receive less than 4% of annual <br />funding from SCFD. <br />f <br />Uniqueness of Tier III's <br />• Only Tier with minority -based organizations. <br />• Only Tier with extensive public participation and access. <br />• Only Tier with organizations in all SCFD funded counties. <br />
