Planning Commission <br />Meeting Minutes <br />December 8, 2011 <br />Page 10of 13 <br />Brew stated the closer you get to downtown the less need for a traditional trail and <br />the more need for an urban trail. <br />Brauneis stated the closer to the BNSF the more it lends itself to a traditional trail. <br />Sheets stated that staying along the BNSF it eliminates the need for a street crossing <br />within the development. <br />Russ stated the design is more for an urban formand better noise mitigation. <br />Jeff stated he does not like the turning radii at Steel and Luke Streets. <br />Public Comment: <br />John Scott, 1017 South Boulder Rd stated he has a business to the east of the <br />proposed developed. He expressed concerns about traffic making u-turns in the <br />Christopher Village area to gain access to the project site. <br />Russell asked staff to respond to Scott’s concerns and does the study consider the <br />origin of the traffic. <br />Russ stated the Traffic study does not identify the same concern/issue.He stated the <br />site will be constrained with access points until Hecla comes on line. Russ stated <br />staff will look at the traffic analysis to determine origin of the traffic. <br />Summary Comments and Request from Staff: <br />None heard. <br />Closed Public Hearing – Planning Commission Discussion: <br />O’Connell stated she likesthe design of the trail connection as well as the trail on the <br />street. She would like to see the turns at Christopher Village monitored prior to the <br />final application. <br />Brauneis stated he likes everything about the project except for the trail. <br />Lipton stated he generally agreeswith Brauneis but he is not sure if there is much <br />loss on sound mitigation by moving the trail next to the BNSF. <br />Sheets stated she likes the project but is having trouble with the unusual shape of the <br />land and the access points. She asked what would happen if the roadway did not <br />connect with South Boulder Road. <br />Russ stated the site needs more access, not less. <br />Lipton suggested a continuance to allow additional time fordiscussion of access, and <br />trail and roadway design identified by the Commission. <br />Russell stated he is fine with the bike lane on the Street and the one way access <br />onto South Boulder Road. <br />Roll Call Vote: <br />Lipton moved and Sheets seconded a motion to continue Resolution No. 29, Series <br />2011 to the January 12, 2012 meeting. <br />Name Vote <br />Jeff LiptonYes <br />Chris PritchardExcused <br /> <br />
