Posted in City Hall, the Library, the <br />Recreation Center, the Police and Court Building on November 18, 2011. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />Kathy Kron, Project Manager, Parks and Recreation Departmenthave been working <br />for about 12 months with GreenPlay, Design Concepts and RRC Associates for the <br />Parks, Recreation, Open Space and Trails Master Plan. The Plan is in compliance <br />with the 2009 Comprehensive Plan. She then introduced John Barnholt with <br />GreenPlay. <br />Consultant Presentation; <br />Barnholt continued with an overview discussion which included the following points: <br />Needs Assessment, Public Process and Demographic trends <br />Inventory Analysis of what is already in the City <br />Build on existing plans and surveys <br />The report findings compliment the Comprehensive Plan <br />The report concludes with recommendation and an action plan. <br />Commission Questions: <br />Lipton complemented the Parks and Open Space Staff on the project. <br />Russell stated the Commission is not giving the project the due diligencethat it needs <br />and deserves. <br />Joe Stevens, Parks and Recreation Director stated the staff and consultants wants <br />the Commission to understand the Plan and how it all came about as the proposed <br />Plan to adopt. <br />Public Comment: <br />Carlos Hernandez stated the Plan needs the attention of the Planning Commission. <br />He suggested more discussion / consideration be given to trail connection at South <br /> <br />
